Overview :
The U.S. Department of Defense (DOD) is seeking a highly skilled and motivated Functional Community Manager to support workforce planning and mission accomplishment. The Functional Community Manager will support the Human Resources (HR) Directorate, working across functional communities to ensure mission readiness by proactively assessing changing work requirements, overseeing the workforce’s capabilities, and supporting the training and mitigation of critical skill gaps. This position plays a key role in developing and maintaining competency models, identifying mission-critical workforce gaps, and ensuring the development and retention of a skilled and diverse workforce.
Key Responsibilities :
Workforce Planning and Mission Support :
Collaborate with functional community leads and stakeholders to identify workforce requirements aligned with mission objectives. Assist in preparing for mission needs and adjusting workforce strategies to meet evolving operational requirements.
Competency Development and Assessment :
Develop and maintain competency models to assess the workforce’s capabilities and ensure alignment with mission-critical goals. Conduct regular assessments of workforce competencies, identifying gaps in skillsets required for mission success. Encourage and individual competency assessments to support career growth and support employees in developing personal competency development plans, ensuring they have the tools and guidance to meet their professional goals and organizational standards.
Gap Identification and Strategy Formulation :
Analyze workforce gaps by reviewing functional requirements, employee competencies, and projected mission needs. Develop targeted recruitment, development, and retention strategies to fill critical workforce gaps and ensure the readiness of personnel.
Career Development and Roadmap Creation :
Create and implement career roadmaps for employees within the functional community. Provide a clear line of sight for professional development, ensuring that individuals are progressing toward meeting organizational and professional standards.
Employee Engagement and Retention :
Develop and execute strategies aimed at employee engagement, job satisfaction, and retention. Work with leadership to create programs that foster a supportive and growth-oriented work environment.
Collaboration and Stakeholder Management :
Serve as a liaison between functional communities and leadership to ensure effective communication regarding workforce planning and development needs. Engage with senior leaders to align workforce strategies with overarching organizational objectives.
Data-Driven Decision Making :
Utilize data and analytics to track workforce trends, identify improvement opportunities, and drive decisions related to staffing, competency development, and career progression.
Qualifications : Education :
Bachelors : Human Resources, Organizational Development, Business
Administration, or a related field. (Masters Degree preferred).
Experience :
At least 5 years of experience in workforce management, talent development, human resources, or a related field. Experience in the Department of Defense or federal government operations is highly desirable.
Skills & Knowledge :
- Deep understanding of workforce planning and competency modeling.
- Strong knowledge of employee development, recruitment, and retention strategies.
- Ability to assess workforce competencies and identify critical gaps.
- Excellent communication, leadership, and interpersonal skills.
- Data-driven decision-making skills and experience using workforce analytics.
- Ability to work collaboratively with senior leaders, functional managers, and cross-functional teams.
- Knowledge of federal workforce regulations and policies.

Work Environment : The position is based in a professional office environment and is not a telework position. Work for this position is to be performed onsite 2-4 days per week or based on the requirements of the contract. Flexible work arrangements may be considered based on operational needs.
