Position: Technical Business Analyst
Location: Sacramento CA (Hybrid – LARGELY REMOTE – ONSITE Oncer per month)
Duration: 2 Years Strong Possibility of Extension

Business Analyst will manage requirements for a medium-complexity, state-overseen IT modernization effort. The consultant will use Microsoft Azure DevOps to build and maintain a requirements repository, manage end-to-end traceability, support business rule analysis, and facilitate stakeholder alignment. The work includes planning, reporting, dashboard creation, knowledge transfer, and ensuring requirements are accurately documented and validated across the project lifecycle.
The Candidate would be performing the following tasks:
- Creating and maintaining a Requirements Management Plan and Requirements Traceability Matrix
- Facilitating and documenting process improvements
- Conducting gap analysis, requirements validation, and dashboard/report creation
- Leading requirement-related meetings, status updates, and knowledge transfer sessions
- Ensuring compliance with standards and traceability methodologies across stakeholders and teams
- 5 years of experience applying analytical processes on IT projects.
- At least 3 of those years must be specifically in business systems analysis and design.
- A Bachelor’s degree in computer science or any other relevant field.
- 2 years (within the last 7 years) of experience using Microsoft Azure DevOps for:
- Requirements management
- Traceability on an IT project of similar size and complexity to NAP 2.0.
- 3 years (within the last 7 years) of experience:
- Building and maintaining a requirements repository on similarly sized/complex IT projects.
- 2 years (within the last 7 years) of experience:
- Creating queries and reports for dashboards and pipeline reporting in Azure DevOps.
- 2 years of end-to-end requirements traceability management on at least one government IT project.
Salary : $50 - $55
