Duties
Saint Paul Promise Neighborhood's Thrive by Five home visiting program is seeking a full-time Parent Educator. This program utilizes the Parents as Teachers (PAT) home visiting model to provide culturally relevant education and support to families in the SPPN community. The Parent Educator will build trusting relationships with families and apply an evidence-based approach to improve school readiness, health outcomes, and assist families in achieving their goals.
The Parent Educator will work with families from prenatal stages to kindergarten, delivering ongoing in-home programming that promotes, empowers, and nurtures the understanding of each family's role as their children's first and most essential teachers through parent-child interactions. This role involves empowering parents and caregivers with education and support, enhancing parenting quality, increasing understanding of child development, and collaborating with parents to help their children learn, grow, and reach their full potential.
Responsibilities include delivering all components of the Parents as Teachers model using the PAT Foundational Curriculum, implementing the Essential Requirements of Quality Assurance Guidelines with fidelity, and collecting data as requested by the PAT National Center and program funders. This position is eligible for mileage reimbursement and requires in-person home visits with families throughout Ramsey County. There is some flexibility for phone or video visits, and it allows for working from home up to one day per week. Candidates must be willing to attend and complete all required training from SPPN and PAT.
Program Engagement (50%) includes but is not limited to :
Use the PAT Foundational Curriculum and resources to plan and deliver home visits to qualifying families (including Foundational Plans, Planning Guide, and all required forms to document family information and data).
Flexibility with respect to time and days able to work (should be able to work some evenings and weekends when a family’s schedule requires it).
Maintain and submit all required child, family, and program documentation within the program timeline.
Adequately prepare for all personal visits, including lesson planning, reading appropriate parent-educator resources, printing relevant handouts, and gathering materials for parent-child activities.
Clearly and concisely document in required database systems details of each visit, assessment, screening, referrals, resources, etc.
Work with PAT team to plan and provide monthly parent group connection gatherings for PAT
Meet with the supervisor for reflective supervision sessions.
Assist in developing and maintaining a community resource guide with all necessary information to link families to identified supports and services.
Meet with supervisor as necessary to discuss procedures, protocol, and other administrative processes to ensure quality record keeping, data entry, and service provision to families.
Skillfully able to establish rapport with families and empower them by building on their strengths
Participate in staff meetings and participate in continuous quality improvement.
Help parents and children transition to other services, such as preschool or kindergarten. This includes developing transition plans.
Complete annual required competency-based professional development hours to remain certified as a Parent as Teachers Parent Educator.
Attend other training and meetings as required.
Collaborate with other Saint Paul Promise Neighborhood staff and programs to ensure families are aware of and have access to additional SPPN programming.
Coordinate services with internal and external community programs
Make referrals for further screenings, assessments and evaluations.
Participate in actively recruiting families to participate in Thrive by Five and PAT programming
Parent Educators are mandated reporters and therefore must abide by laws governing mandated reporters.
Project Coordination (15%) includes but is not limited to :
Coordinate efforts to support program and program logistics
Ensure the effective delivery of partner programs by scheduling rooms and communicating regularly with families and partners, among other logistical tasks.
Coordinate and facilitate partner meetings
Collaborate with internal and external partners
Data Management and Documentation (35%)
Ensure timeline, comprehensive, and accurate documentation in alignment with operating procedures, regulatory requirements, and best practice standards
Maintain meticulous records of support provided and adhere to documentation requirements and timelines specified by the program.
Collect, enter, monitor, track, and maintain all data on program participants served in various systems as defined by the program.
Collect, monitor, and track data on program participant's progress toward their goals in shared database systems.
Adhere to the program's applicable practice standards and protocols, ensuring that all documentation aligns with the organization’s guidelines and quality standards.
Ensure the timely collection, entry, quality, and security of program participant data.
Assists in coordinating and maintaining communication with families and the community and preparing documents, reports, and written materials.

Job Qualifications
Experience requirement :
Experience and proficiency with technology and data management systems including Microsoft Office and email. SalesForce and Visit Tracker experience preferred but not required.
Deep commitment to cultural responsiveness and studying oneself.
Experience in early childhood, home visiting, and or case management
Experience working with a diverse population.
Superb written and oral communication skills, including meeting facilitation.
Familiarity or experience with Family-centered coaching, motivational interviewing, and behavior change models.
Ability to be detail-oriented, highly organized and flexible.
Ability to prioritize and complete multiple tasks and projects simultaneously.
Ability to accurately collect, enter and analyze data.
Excellent time management skills and problem-solving skills.
Knowledge and familiarity of Saint Paul’s Rondo, Frogtown and Summit-University neighborhoods.
Familiarity with home visiting
Must have a reliable vehicle to complete essential job functions as a home visitor / parent educator

Education Requirement :
Associates degree required. Bachelor’s degree preferred. High school diploma or GED in exchange for 4 years of relevant experience.
