Summary Of Duties

This position has the overall responsibility for leading track field operations and inspection on the South End (Baltimore) of the Mid- Atlantic Division. Provides technical, logistical and administrative support to the Deputy Division Engineer for the efficient and cost effective management of track maintenance and construction projects.

Essential Functions

  • Ensures all track projects are initiated using the departments guidelines and track maintenance and construction programs support existing schedule and maintain a safe and dependable environment for all train operations.
  • Must be intricately involved in the short and long-term development of work activities, funding, spend plan and the project schedule.
  • Coordinate track maintenance and construction projects with other departments, control force levels on the division by advertising/abolishing craft positions.
  • Ensures regular track inspections are made and the summary maintenance reports are provided to appropriate Amtrak management and to the FRA.
  • Ensures all aspects of the physical plant meet or exceeds current FRA standards.
  • Monitors the procurement status of all material and ensures the proper installation of materials.
  • Provides input to the Safety and Emergency Response Plans for the Division.
  • Implements safety plan for the prevention & elimination of personal injuries and hazardous conditions on the right-of-way.
  • Maintain proper vehicle and inventory to meet force account demands.

Minimum Qualifications

  • Bachelor's Degree required OR equivalent combination of training, education and relevant experience may beconsidered in lieu of a degree.
  • Track supervisory experience with experience in all phases of track inspection, maintenance, and construction.
  • Knowledge of railroad operations and Amtrak divisional operating process and procedures related to CETC and track usage.
  • Demonstrated skills using PC-based spreadsheet (Microsoft Excel, Access); Microsoft Word, PowerPoint, and Outlook.
  • Qualified or have the ability to be qualified in MW1000, NORAC, RWP, AMT 2, applicable FRA rules & regulations.
  • Experience working with and using Maximo.
  • Experience working with an Enterprise system; Preferably SAP.

Skills

MINIMUM KNOWLEDGE, SKILLS, AND ABILITIES:

  • Must be able to interface with all levels of employees and both external and internal customers.
  • Must be skilled and experienced with MS Office, creating spreadsheets, presentations, memorandums, and utilizing other applications to perform job functions.
  • Expert level knowledge and experience in all facets of Track inspection, maintenance, construction as well as working knowledge of other crafts involved.
  • Demonstrated knowledge and applied experience in railroad operations, operating rules, and divisional operating processes and procedures.
  • Possess knowledge of and ability to apply Federal Railroad Regulations including Roadway Worker Protection and Amtrak’s AMT II.
  • Demonstrated effective communication skills both written and verbal; skilled in delivering presentations within and outside of the organization.
  • Demonstrated skill and ability utilizing effective time management and delegating work to others.
  • Demonstrated ability to understand and apply collective bargaining agreements.

Preferred Qualifications

  • 7 years of practical Railroad experience
  • Held craft positions(s) performing ET inspection, maintenance, and construction.
  • Leadership experience in the following areas: technical and craft supervision.
  • Sr. management, project management, inventory management, and technical supervision
  • Planning/scheduling, budget/finance, field production methods, Railroad maintenance and construction methods, Railroad operations and procedures.
  • Effective writing, effective presentations, conducting meetings, conducting interviews, supervisory skills, advanced management and leadership, interpersonal communications, handling employee injuries, conducting investigations, PPE..

Communication And Interpersonal Skills

  • Must have excellent oral and written communication skills

Work Envriornment

  • Position is responsible for 24/7 operation.
  • Available to work at various times to support railroad operations as needed including nights and weekends.
  • Combination of office and field environment working in all weather conditions.
  • Travel: 25%.

Pay Transparency

The salary/hourly range is $130,000 - $143,530. Pay is based on several factors including but not limited to education, work experience, certifications, internal equity, etc. Depending on an employee’s assigned worksite or location, Amtrak may consider a geo-pay differential to be applied to the employee’s base salary. Amtrak may offer additional incentive and pay programs to recognize and reward our employees, including a short-term incentive bonus based upon factors such as individual and company performance that is commensurate with the level of the position and/or long-term incentive plan compensation.
