SUMMARY OF DUTIES:

The Deputy Division Engineer (DDE) Track /B&B oversees the Safety, Quality, and Productivity performance of multiple sub-Divisions in the Mid Atlantic Division. This position is responsible for developing near and medium range plans for state of good repair needs on the Division and coordinating the execution of those plans to most efficiently and effectively utilize constrained resources (track usage, force account, equipment, etc.).


ESSENTIAL FUNCTIONS:

  • Drive continuous improvement in safety performance through direct oversight of field activities, administration of effective efficiency testing, and taking a leadership role in the development of work plans. The successful candidate will lead by example in the safety arena and be a constant presence in the field where and when the work happens.
  • Plan and monitor the daily/weekly work plans to ensure proper prioritization of work, efficient utilization of limited resources (track usage, force account, equipment, etc.) to ensure all aspects of the infrastructure meet or exceed current Amtrak standards and comply with all relevant regulatory requirements and standards.
  • Oversee all administrative activities of the sub-Division including, but not limited to, payroll and time-entry management, workforce scheduling, operating and capital budgeting, safety management, inspection scheduling and compliance, etc. The DDE is responsible for ensuring all ADE’s are conducting their planned work in a manner that minimizes unproductive time, TPNW, and overtime as appropriate.
  • In coordination with the System Office and Division Leadership, develop annual operating and capital investment plans that target critical priorities and drive improvement in the safety and reliability of the Division infrastructure.


MINIMUM QUALIFICATIONS:

  • At least 2 years of prior experience must be as an Assistant Division Engineer or Manager of Engineering Production (or equivalent front-line railroad operations leadership position).
  • Qualified, or capable of qualifying, in MW-1000, NORAC, RWP, AMT-2, and applicable FRA Rules and Regulations
  • Demonstrated experience as a safety leader in a railroad, transit, or other safety-critical environment
  • Demonstrated experience successfully supervising and leading an agreement workforce


MIMINUM KSA (Knowledge, Skills, and Abilities):

  • Proficient in the Microsoft Office Suite of tools (or equivalent)
  • Familiarity with Maximo (or similar work order, inspection and asset management software) and timekeeping solutions employed in a unionized environment
  • Knowledge of railroad operations and maintenance/construction processes and procedures
  • Ability to lead and oversee the inspection, testing, maintenance, and construction of Track/B&B assets in accordance with FRA and/or railroad regulations and policies.
  • Ability to read, understand, and manage to an operating and capital budget


PREFERRED QUALIFICATIONS:

  • 8 years of relevant railroad operation management experience (i.e., ARASA Supervisory experience or higher) and a Bachelor’s Degree in a relevant major. In lieu of a Bachelor’s Degree; 10 years of relevant experience and an Associate’s Degree or 12 years of experience and a High School Diploma can be substituted.
  • Experience in Project Management, Program Management, Work and Asset Management


COMMUNICATIONS AND INTERPERSONAL SKILLS:

Must have excellent oral and written communication skills.


The salary/hourly range is $155,000-$171,132.52. Pay is based on several factors including but not limited to education, work experience, certifications, etc. Depending on an employee’s assigned worksite or location, Amtrak may consider a geo-pay differential to be applied to the employee’s base salary. Amtrak may offer additional incentive and pay programs to recognize and reward our employees, including a short-term incentive bonus based upon factors such as individual and company performance that is commensurate with the level of the position and/or long-term incentive plan compensation. In accordance with federal law governing security checks of covered individuals for providers of public transportation (Title 6 U.S.C. §1143), Amtrak is required to screen applicants for any permanent or interim disqualifying criminal offenses.
