SUMMARY OF DUTIES:
This individual-contributor position requires Subject Matter Expert (SME) level technical knowledge in end-to-end strategic sourcing concepts and activities including conducting spend analytics, market analysis, demand analysis, RFx, contract negotiation and implementation, contract management, and ongoing strategic supplier management. The categories may include but are not limited to: direct procurement for construction, engineering, material & equipment for capital and operations projects.This position is accountable for cost-effective life-cycle management of critical or strategic commercial categories or groups of categories and associated subcontracting. Responsible for managing key commercial relationships; developing and implementing subcontracting types and strategies (EPC/DBB/DB/CMAR); seeking out qualified supplier firms, performing subcontractor qualifications; negotiations, award and administration of engineering or construction contracts within the appropriate ERP and related systems. Must be able to negotiate complex contract terms and conditions and understand technical scopes of work in detail. This position applies SME knowledge of the ERP system; Integrates Federal and other applicable Procurement Regulations; Negotiates complex terms and conditions; and identifies potential risks with assigned Purchase Orders or Contracts and independently seeks guidance from management-level Procurement personnel or the Law Department. This position is responsible to analyze commercial data to identify target categories and recommend opportunities for strategic development.Position shall report into Manager, Sr. Manager or Director, as assigned. Hiring office is Philadelphia Amtrak office or other Amtrak offices as advised during the recruitment process, office reporting will begin as remote with foreseeable change to hybrid or full time in-person.
ESSENTIAL FUNCTIONS:
• Provides purchasing services for Amtrak business units, including solicitation, negotiation of contract pricing, contractual terms and conditions of purchase, performing cost or price analyses, development of sources of supply, and the ongoing management of strategic suppliers. • Facilitates and implements the Procurement lifecycle; including but not limited to: pre-award activities & post award administration, including chairing pre-bid and category kickoff meetings, risk analysis, negotiating terms and conditions, payment terms, liquidated damages and incentive fees. Perform post-award cost analysis, evaluations, change and claim management as well as contract closeout.
• Negotiates procurement contracts involving variable costs and non-standard terms and conditions. Prepares and administers contracts that are financially and legally sound -- ensuring enforcement of contractual requirements and Amtrak’s policies and procedures in concert with Federal Procurement Regulations and/or the Uniform Commercial Code, as applicable.
• Partners with other Procurement and Logistics functions including Planning, Procurement, Business Improvement, and Material Control. Work closely with departmental peers across functional areas to build procurement influence.
• Serves as an interface to business units and management for the sourcing function and responsible for managing procurement projects assigned. Assists business units in finalizing Statements of Work, as necessary.
• Interacts with internal and external customers, providing a high level of collaboration; assists and supports business units from a commercial perspective.
• Recruits, maintains, and manages suppliers with focus on total cost improvements while maintaining the highest code of ethics and conduct.
MINIMUM QUALIFICATIONS:
• BS in Business Administration or related field plus 4 years of relevant experience. Or, a minimum of 8 years of relevant experience in lieu of a bachelor’s degree. • Must possess knowledge of strategic sourcing concepts, procure-to-pay processes, types of procurement contracts, commodity pricing, market trends, quality standards, sources of supply (including minority firms), negotiation techniques, value analysis and other cost savings methods.
• Experience in purchasing materials or related fields. Experience in procuring construction services is a plus.
• Proven track record of improving business processes and delivering measurable results.
• Effectively works under a matrix management structure.
• Ability to analyze strategic options and their direct potentials and indirect impact on the organization.
• Experience and ability to work with senior level management in supply chain, inventory management, and procurement program problem resolution. Proven ability to influence. Must be able to work and communicate effectively in writing and verbally with all levels of the company and suppliers.
• Prior satisfactory job performance.
MINIMUM KNOWLEDGE, SKILLS AND ABILITIES:
• Expertise in business acumen, financial and analytical acumen, written and verbal communication, presentation skills, and implementation and execution. Ability to work in a fast-paced environment with frequently changing priorities. • Expertise in ERP system and Procure-to-Pay processes.
• Written and verbal communication skills sufficient to prepare, negotiate and review contracts, bids, proposals and vendor agreements for legal terms/conditions and acceptability of items to specifications. Able to identify risks in contractual terms, perform risk analysis, evaluate all levers that can be utilized in negotiation, and present recommendations with pros and cons for the consideration of management and the Law Department.

PREFERRED QUALIFICATIONS:
• BS in Business Administration or related field plus 7 years of relevant experience • Professional procurement certification such as a Certified Purchasing Manager (CPM), Certified Public Purchasing Buyer (CCPB), Certified Public Purchasing Officer (CPPO) or other certifications equivalent to Certified Purchasing Manager (CPM)
• Experience in procuring services such as, construction, consulting, engineering, facilities management, and logistics; market expertise and supplier management skills.
• Project Management experience.
• Experience in SAP/Ariba.
PAY TRANSPARENCY:
The salary/hourly range is $78,600-$101,844. Pay is based on several factors including but not limited to education, work experience, certifications, internal equity, etc. Depending on an employee’s assigned worksite or location, Amtrak may consider a geo-pay differential to be applied to the employee’s base salary. Amtrak may offer additional incentive and pay programs to recognize and reward our employees, including a short-term incentive bonus based upon factors such as individual and company performance that is commensurate with the level of the position and/or long-term incentive plan compensation.
