Position Summary:
ANSER is seeking a Satellite Communications (SATCOM) Spectrum Subject Matter Expert (SME) to support the Department of Defense (DoD) Chief Information Officer (CIO). In this role, you will provide advanced technical knowledge and analysis to support DoD's participation in a national study assessing the mission impacts of the potential repurposing or shared use of the spectrum band for satellite communications systems.
Day to Day Responsibilities:
- Collect data and conduct technical analysis of proposed 7/8 GHz spectrum repurposing and/or shared use arrangements to verify feasibility and potential impacts to DoD equities.
- Assist in the development of regulatory background papers, research and analysis, and strategic assessments of repurposed or shared use of the 7/8 GHz spectrum band.
- Conduct radio frequency technical analysis in support of DoD decision making.
- Identify technical modifications to existing equipment for transition and estimate modification costs.
- Conduct electromagnetic capability analysis to identify necessary separation distances to protect DoD systems from harmful interference for sharing arrangements.
- Research and identify potential enforcement mechanisms to verify protection of incumbent DoD operations.
- Document the risks and benefits of alternative sharing options and enforcement mechanisms.
- Identify additional research and development, technical studies, modifications and/or new supporting software and tools, training, or other activities or products needed to support DoD's contributions to the study.
- Assist in the development of presentations, briefings, and reports.
Required Qualifications:
- Master's degree in related field. Will consider Bachelor's degree with an additional two (2) years' experience for a total of 17 years progressive and related experience.
- 15 years' experience working Satellite Communications spectrum issues.
- Experience working with strategic issues at the GO/FO or SES-equivalent level.
- Active TS/SCI Security Clearance.
Preferred Qualifications:
- Familiarity with the Office of the DoD CIO.
- Experience working at the Assistant Secretary or Under Secretary level.
- Experience coordinating with the U.S. government interagency on spectrum issues.
