- At least six years’ experience leading teams and managing minor/major design and construction projects.

- Knowledge of Department of Education specification and regulations addressing school design and construction.
- Ability to use project management software and Microsoft Office.
- Manages multiple ASD facility design and construction contracts, ranging in value from $2,000 to $10 million, funded by grants, general obligation bonds, and other sources.
- Develops project budgets; evaluates/approves progress payments and change order requests; works closely with Project Support Manager and staff to ensure projects are delivered on budget.
- Coordinates and evaluates Requests for Information (RFI) and provides recommendations to contracting officer for modifications and other design, construction and schedule related issues.
- Acts as liaison between design professionals, contractors, and ASD administrators. Resolves construction and contract compliance issues as first level appeal.
- Develops Requests for Proposals (RFP) for professional design services and construction, evaluates bids, manages selection process, and negotiates the contract for services.
- Conducts pre-bid and pre-proposal conferences.
- Oversees project design contracts, develops project scope with design committee and other key stakeholders, coordinates drawing, specification and constructability reviews to assure project meets ASD requirements and can be completed on time and on budget with minimal disruption.
- Assists in the development of educational specifications with input from education staff and the community.
- Provides general administration of design and construction contracts. Monitors and evaluates design/construction schedules and identifies and addresses problems early to avoid delays. Reviews and recommends approval of schedules, progress payments, change requests and material submittals. Maintains project logs, provides project status reports, coordinates actions between all stakeholders and oversees construction close-out phases.
- Performs post-acceptance inspections and coordinates warranted repairs.
- Coordinates permitting with the Municipality of Anchorage (MOA) and determines/coordinates phasing on complex projects to ensure timely completion.
- Authors and presents reports detailing project progress, financial accountability, and other information related to design and construction to senior management, the Anchorage School Board, federal, state, local officials and community groups. Prepares draft board memorandums.
- Able to work independently and make appropriate assessments of conditions in order to provide management with a problem statement and a recommended course of action.
- Assures compliance with federal, state, and local laws and regulations including Minority Business Enterprise (MBE)/Women Business Enterprise (WBE)/Disabled Business Enterprise (DBE) provisions in the development and execution of project designs and construction.
- PM II may supervise and provide direction to PM Is, Construction Inspectors, Engineering Assistants and Interns. They are responsible for monitoring and controlling quality to ensure projects are delivered according to scope/specification.
- PM IIs may serve on the hiring committee to evaluate and recommend perspective PM Is, EAs, and interns.

Job Summary
The Project Manager II manages multiple design and construction projects and related contracts for the Anchorage School District. The PM II serves as a technical adviser and oversees scope development, schedule performance, budget performance and quality control from conception, planning, design through construction and works directly for the construction manager or the planning and design manager. The position has a retirement association with the Public Employee’s Retirement System (PERS).
