The Resource Division Manager assists in the management and guidance of staff for the Resource Division Programs in Anne Arundel County DSS district offices to ensure accurate, and timely delivery of services that assist county residents in achieving and maintaining self-sufficiency, as well as provide services to strengthen individuals and families, and join our community partners in the protection of vulnerable children and adults. Preferred qualifications : experience with TANF -Temporary Assistance to Needy Families, WIOA-Workforce Innovation Opportunity Act, contract monitoring, as well as supervisory experience.
Essential Job Duties:
- Manage the daily operation of the Resource Division programs, which include theWork Opportunities Vendor, and Vendor Contract, Data Manager, Behavioral Health Work Participation Specialists/staff * *
- Supervise the Resource Division staff in each District office, Motivating, * _*developing, and evaluating skills to ensure optimal office performance for quality service delivery to customers in accordance with federal, state, and county agencies and other applicable policies, procedures and guidelines._
- Coordinate and facilitate consistency and best practices in Anne Arundel Co.
- Promotes and coordinates integration of the Division through collaboration with all agency programs and district offices.
- Facilitate a working relationship and integration with the Child Welfare division, FIA and other community partnering agencies. * *
- Make recommendations to the Deputy Director and Administration Concerning new innovations or revised legislation that affect FIA and ChildWelfare programs and/or concerning best practices, cost effectiveness, workequity, quality and customer service. * *
- Represent the agency in a liaison capacity with other departments and organizationson a day-to-day basis.
- A*_ttend meetings as assigned/appropriate to gain information/develop partnerships.*_
- Maintain general knowledge of the agency’s programs policies and procedures related to Work Opportunities and Family Support.
- _ Monitor and develop the vendor contract for Anne Arundel County DSS via DHS’s _guidelines and principles.
- Facilitates/coordinates the training needs of the Work Opportunities staff, Behavioral Health, Data Manager and vendor staff to foster and promote a positive relationship between the agency, the vendor and customers (internal/external) in order to ensure quality delivery of services and a positive working environment in accordance with federal, state, county, agency, and other applicable policies and guidelines. **
- Provide mass care and sheltering to surviving persons following a disaster affecting residents of Anne Arundel County and the State of Maryland, When necessary. These duties may include manning a shelter or assisting residents to file for assistance from FEMA or from State programs.
Education and Experience:
Experience: Eleven years of experience, seven years of experience in administrative, professional or technical work, two years must have involved supervision of other employees or exercising responsibility for program development and an additional four years of professional or technical experience in the administration of a human services program or experience conducting studies and analyses of programs, procedures, practices and organizations.
Notes:
1. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and seven years of experience in administrative, professional or technical work, two years must have involved supervision of other employees or exercising responsibility for program development, for the required experience.
2. Candidates may substitute graduate level education at the graduate level at an accredited college or university at the rate of 30 credit hours on a year-for-year basis for up to six years of the required non-supervisory general experience.
3. Candidates may substitute U.S. Armed Forces military service experience at a rank of Corporal/Petty Officer or higher as a commissioned officer in Administrative Officer classifications or Administrative Officer specialty codes in the General, Administrative, Clerical, and Office Services field of work on a year-for-year basis for the required experience, two years must have been in an administrative supervisory or consultative capacity.
This is a contractual position with benefits.
