The Police Community Programs Coordinator is responsible for planning, developing, coordinating and implementing a variety of community programs, special events, annual projects for the Police Department to assist in addressing community-policing issues. This position will act as liaison between the Police Department, the public, and other agencies in community relations activities and to build positive relationships and promote safety. This position will work to connect the community with the police department and plan events with coordination of the other resources of the police department. The Police Community Programs Coordinator is assigned to the Community Relations Division of the Police Department and will fall under the supervision of the Commander of the Community Relations Division.
JOB DUTIES/DESCRIPTION
- Liaison functions to include establishing a positive connection with the police department and the community.
- Community Outreach functions to include planning events and projects to engage the community.
- Community Relations functions to include building relationships with community leaders, elected officials, other police departments and any other stakeholders in the community.
- Program development functions to include planning, developing and coordinating community programs.
- Grant management functions to include applying for and managing grant funds awarded to the Community Relations Division for applicable programs.
- Event logistic functions to include identifying and establishing adequate and approved locations, securing and confirming guests or speakers for specified events and effectively promoting designated events.
- Communication functions to include verbal and electronic correspondence with the Chief of Police, Commander of the Community Relations Division and other related persons in the police department as well as the community.
- Identifying and building relationships with community groups and leaders, advocacy groups, department liaisons and key stakeholders in the community.
- Establish and maintain a positive working relationship with the Public Information Office (PIO) to assist with community related messaging and functions.
- Crime Prevention functions to include supporting department established crime prevention programs/efforts and assisting with promoting these programs in the community.
- Collecting and analyzing data of community issues to develop and recommend strategies to enhance the Police Department’s engagement with the community.
- Represent the Police Department to other County departments, elected officials, outside agencies, and the community; represent the County and the Police Department in a courteous, professional manner.
- Participate on boards and commissions as delegated by the Chief of Police; attend meetings and make presentations to the stakeholders and pertinent groups throughout the community.
- Act as a liaison with Roca Baltimore to implement and facilitate the resources offered by the program to those affected by violence in Anne Arundel County.
- Have knowledge of the philosophy, goals and objectives of the Police Department.

- Familiarity with new trends and innovations in law enforcement, community policing and crime prevention.

- Ability to establish rapport with police/law enforcement personnel, supervisors, citizen groups and members of the community.
- Ability to speak in front of small/large groups.
- Ability to use a computer to include Microsoft Office programs.
- Ability to operate a variety of standard office equipment to include: a personal computer, copy machine, telephone and voicemail.
- Ability to operate various audio-visual equipment such as video cameras, audio recorders, projectors, televisions and screens for presentations.
- Preference given to bilingual individuals with the preference to English/Spanish speaking abilities.
- Ability to keep records and prepare written reports.
- Effectively coordinate and schedule a variety of activities and projects.
- Prepare clear and concise oral presentations and written reports.
- Interpret and apply pertinent laws, rules, and regulations.
- Understand and act in accordance with County and Police Department policies, procedures, and rules.
- Establish and maintain effective working relationships with those contacted in the course of work.
- Ability to successfully pass a criminal background check.
- Ability to pass a pre-employment drug/alcohol test.
- Ability to work a flexible schedule to include evenings, weekends and holidays as needed to accommodate job responsibilities.
EDUCATION AND EXPERIENCE
Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:
Experience:
Two (2) years of increasingly responsible experience analyzing, developing, and implementing policies and programs, preferably in law enforcement. Experience in community relations, public relations, or related field is highly desirable.
Training:
Equivalent to an Associate's degree from an accredited college with major course work in criminal justice, law enforcement, police science, public or business administration.
License or Certificate:
Possession of a valid State of Maryland driver's license.
