What are the responsibilities and job description for the IT Systems Support Manager (Programmer Analyst II) position at Anne Arundel County?
The IT Systems Support Manager is responsible for support of applications and servers deployed throughout our Public Safety and Enterprise Departments. The position will be highly collaborative, working with all county Public Safety departments, technical staff and vendors. The position requires experience in application support, server support and desktop support. Applicants must have excellent communication skills (both oral and written); sound judgment; and the ability to work effectively with internal and external stakeholders.
We are seeking someone who has the ability to understand applications from both the technical implementation and infrastructure side, as well as end-user functionality, and who has experience working with various application types (SaaS, IaaS, Server/Client, Thick Client, etc). Assist with ensuring all Public Safety server systems are fully patched and cyber security threats are mitigated wherever possible to include hardware, firmware, OS and SQL security updates, application updates and cyber threat recommendations.
Applicants must be detail oriented, have an understanding of IT systems development lifecycle and continuous process improvement methodologies, and possess organizational and problem solving skills. This applicant will work with staff to identify, troubleshoot, manage and drive troubleshooting issues through final resolution. This is a technical position and will require some application and environment configuration, troubleshooting and deployment support.

Provide support to IT Application Support Manager to include support of Public Safety applications and environments
Provide backup support to Public Safety Systems Analyst to include server support and environments
Maintain Public Safety server and application inventories to ensure that all pertinent information is up to date
Perform Public Safety server backup and restoration activities to ensure reliability of backups
Perform Public Safety server and desktop patching and cyber security threat mitigation
Provides end-user support, troubleshoot technical issues, and ensures quality control of related systems.
Implements and maintains purchased or leased software program products; conducts on-the-job training; works closely with OIT customers.
Develop system documentation such as training guides, architectural/interface diagrams or other support documentation
Technical competency in managing the day-to-day operations of information systems and interfaces.
Ability to establish and maintain effective working relationships with administrative officials, employees, and the public.
Ability to communicate effectively, orally and in writing.
Ability to lead others in the performance of their duties.
NOTE: Graduation from an accredited four-year college or university with a bachelor's degree, including or supplemented by courses in electronic computer programming, system analysis, and operating systems may be substituted on a year-for-year basis for a total of eight (8) or more years experience in electronic computer programming and/or a system support, application development or related field.
