This position will be filled at the Personnel Analyst I, II, or III level depending on the credentials and level of experience of the successful candidate.
This position requires responsible professional personnel management work.
NATURE AND VARIETY OF WORK
Work involves performing a variety of tasks and activities for the County Personnel Office. Work includes participation in developing and implementing personnel policies and practices, and working with county departments on personnel matters. Lead level may be assigned over work of professional and clerical employees. Work is performed with considerable independence within established policies, procedures, and regulations and is reviewed and evaluated by a Senior Personnel Analyst or Personnel Officer.(Note: The duties and responsibilities enumerated in this class specification are for the purpose of determining a common set of minimum qualifications and salary level for all positions in this class. PERSONNEL ANALYST I DUTIES
In recruitment and selection: reviews applicants' qualifications to determine if minimum qualification requirements are met; prepares vacancy position announcements; rates applications and applicants; establishes the eligibility list; arranges for pre-employment applicant testing; performs new hire orientations; provides information to managers regarding employment-related procedures for recruitment, examination, transfer, promotion, and demotion.
In training: participates in training sessions from developed curriculum, issues training bulletins, monitors training participants, reviews employee tuition assistance requests for educational development, and monitors tuition reimbursement payments.
PERSONNEL ANALYST II DUTIES
In recruitment and selection: prepares or supervises the preparation of announcements of openings; rates applications and applicants; develops plans and chooses or prepares examinations for selection purposes; rates training and experience or establishes criteria for such evaluations; oversees scoring of examinations; develops or supervises the preparation of eligibility lists.
In training: collaborates with departmental representatives in assessing training needs; prepares or assists in the preparation of training programs and materials; identifies and arranges for use of outside training resources; plans and conducts Employee Assistance Program; organizes and coordinates programs for cooperative education students.
PERSONNEL ANALYST III DUTIES
Participates in a wide variety of personnel matters such as retirement, deferred compensation, benefits, staffing, training, employment, grievances, health insurance programs, life insurance, service awards programs, new employee orientation, and related programs.
Interprets County Charter, Code, administrative procedures, personnel policies and regulations, and contracts from departmental officials, employees, and the public.
Participates in developing and implementing new and revised personnel policies and procedures; plans and oversees program in current maintenance of classification and pay plans; helps to develop employer position in bargaining; compiles statistics; conducts surveys; and costs proposed changes in pay and benefits.
Performs higher level duties as required.

PERSONNEL ANALYST III KSAs
Thorough knowledge of the principles and practices of modern personnel management, with special reference to the area of assignment.

Ability to plan, assign, and supervise the work of a staff of clerical employees.
Ability to establish and maintain effective work relations with county officials, departmental representatives, other employees, and the public.

Graduation from an accredited four-year college or university with major course work in business or public administration, the social sciences, or a related field; and one (1) or more years of work experience in personnel administration.
PERSONNEL ANALYST II: $67,112 - $126,678 annually
Graduation from an accredited four-year college or university with major work in public or business administration, the social sciences, or a related field; and two (2) or more years of technical experience in major phases of personnel management.
PERSONNEL ANALYST III: $77,836 - $146,918 annually
Graduation from an accredited four-year college or university with major work in public or business administration, the social sciences, or a related field, supplemented by graduate study related to public personnel administration; and two (2) of more years of professional experience in the field of personnel administration.

Preference will be given to applicants who possess the following:
1. Experience in public sector recruitment to include Public Safety
2. Experience with large-scale recruitment efforts
3. Hands-on experience independently managing multiple programs in the area of employee development
4. Advanced level of statistical analysis experience
5. Experience developing policies and procedures
6. Advanced level computer skills
7. Experience managing and administering employment tests
8. Experience in the interpretation and application of multiple union contracts
9. Must be able to work required weekday evenings and Saturdays to accommodate public safety testing
