Position Description

This posting will be used to fill a full-time permanent, Safety Sensitive, Utilities Operations Administrator position in Utility Operations in the Department of Public Works.This is a highly responsible utility operational, engineering management, administrative, and supervisory work position, in the Utility Operations in the Department of Public Works.


NATURE AND VARIETY OF WORKThis position is responsible for planning, coordinating, administering, organizing, and directing all programs and activities related to the Technical Support Division in the Bureau of Utility Operations. The Technical Support Division is responsible for the oversight and management of all administrative tasks, customer service and daily operations associated with, Utility Allocations, Utility Petitions, Utility Grants, Utility Capital Improvement Program (CIP), Construction Inspection, and Meter Services for the Bureau of Utility Operations.This position will function as the Technical Support Utility Operations Administrator in the Bureau of Utility Operations.

They are not intended to include all of the essential functions of all positions in the class.)Work involves responsibility for planning, organizing and directing the operational programs including capital program improvements, critical infrastructure & facilities construction inspection, meter services, utility allocations, petitions, and grants, and other technical activities of the Bureau of Utility Operations of the Department of Public Works. Work includes primary responsibility for administration of planning, development and county-wide execution of the utility operations programs.


Manages staff of engineers and clerical who review and provide oversight to water and wastewater infrastructure during design and construction for Developer, Capital and Upgrade/Retrofit Projects for the Bureau of Utility Operations.  This position coordinates with leadership and staff within I&P, OPZ, and DPW, as well as the development community to review and track progress of developer submissions that require DPW review. This position ensures coordination with the affected groups, research and reviews are completed as appropriate, and accurate and timely responses are provided back to the customer.

Manages aspects of the Utility Construction Inspection Program that is responsible for the review and inspection of water and wastewater utility and paving projects to ensure all projects are on schedule and meet the Department's Standard Details and Specifications for construction. 


Manages the Meter Services Division that is responsible for installation, reading and tracking of water meter customers, repair and maintenance, and replacement. 

Manages Utility Allocations staff who are responsible for allocations, petitions, and grants.

Employees in this class are responsible for ensuring the timely and accurate divisional budget development, policy and procedure development and personnel management for their assigned area of responsibility. Work includes the completion of required regulatory agency reporting requirements and ensuring compliance with all state, federal and local laws, regulations and policies.This position ensures that the Bureau's goals and objectives are met as they relate to productivity, industry compliance and overall cost-effectiveness. Responsibilities include formulating policy, planning for resources, implementing strategies and providing professional leadership and management of support services. 

Employees in this class supervise, directly or through subordinate supervisors, employees of the Bureau's operational divisions. Work is performed with considerable independence within established policies and procedures and is reviewed by the Deputy Director, Public Works through conferences or reports.This position is required to be available twenty-four hours a day, seven days a week to respond to workplace problems which occur outside of the normal business workday. Employees are required to tour and inspect existing facilities, facilities under construction and emergency locations as needed.


Ensure safety of employees through various safety programs, activities, and policies and procedures.


Monitors and ensures compliance with County design manual and standards, codes, policies & procedures, and other applicable federal and state regulations and standards.  


Coordinate continuous improvement in County design and construction standards for the Bureau’s Water and Wastewater facilities with DPW Engineering.


KNOWLEDGE, SKILLS, AND ABILITIES

Extensive knowledge of the development of long-range planning documents.

Knowledge of the principles and practices of human resource management.

Knowledge of rules and regulations applicable to the construction and operation of water distribution and treatment systems and wastewater collection and treatment systems.

Knowledge of principles and practices of water and wastewater projects including planning, design, construction, inspection and acceptance.                                                                       

Knowledge of County design manual, standards, code, federal and state regulations, etc. 

Knowledge of the methods of rehabilitation, development process and system reconstruction for water and wastewater systems.

Knowledge of the principles and practices of project and contract management.

Skill in planning, organizing and directing programs and activities of a complex administrative section.

Ability to work independently on diverse projects.

Ability to communicate effectively, orally and in writing, and to effectively present complex technical and policy-related information to non-technical audiences.

Ability to think creatively in developing new and innovative approaches to each area of responsibility. 

Ability to organize, coordinate and supervise the work of others.

Ability to establish and maintain effective working relationships with county and regulatory officials, consultants, contractors and the public. 

A bachelor's degree from an accredited four-year college or university with major course work in civil, environmental, or sanitary engineering, business administration, or a related field; 
Six (6) or more years of engineering experience or administration and management of a large public utility operating system, including six (6) or more years management, supervisory, administrative, and financial experience; 
and possession of a valid non-commercial Class C motor vehicle operator's license issued by the State. 

NOTE: This position is Safety Sensitive and employees in this position are subject to Controlled Dangerous Substance (CDS) and Alcohol testing.

NOTE: This position is confidential.Preference will be given to applicants with experience in Utility Allocations, Utility Petitions, Utility Grants, Utility Capital Improvement Program (CIP), Construction Inspection, and Meter Services.

Salary : $97,205 - $183,481
