This posting will be used to fill a full-time Utility Systems Technician II position in the Department of Public Works, Bureau of Utility Operations. This is full-performance level technical and crew leader work in water and wastewater infiltration/inflow analysis at the journeyman level in the Technician series. NATURE AND VARIETY OF WORK Work involves responsibility for field inspections assigning the work of crews in gathering data for the preparation of infiltration/inflow reports or the solution of sewerage collection or water distribution problem areas. Work requires a degree of skill or special knowledge gained through on-the-job training or previous knowledge of the collection system in order to do an effective job. Work assignments are performed with some degree of independence under the supervision of a higher-ranking technician or professional engineer who assigns work and makes inspections to insure proper performance.(Note: The duties and responsibilities enumerated in this class specification are for the purpose of determining a common set of minimum qualifications and salary level for all positions in this class. Assists supervisor or serves as crew leader in performing office or field investigations of inflow conditions during inclement weather, performing smoke tests, dye water tests, manhole and pipe physical inspection, or in scheduling programs for rehabilitation, reconstructions, and management of data relating to the sewer system infiltration/inflow and maintenance programs. Participates in computations or management of survey data and flow monitoring activities. Performs appropriate evaluation techniques for identifying infiltration/inflow conditions or investigating the cause of sewer backups aggravated by infiltration/inflow conditions. Directs field or office evaluation of new and old sewer systems and problem areas for possible flow monitoring, TV inspection, and rehabilitation; manages computerized maintenance management information systems to plan and track routine, emergency, or preventive maintenance, repair and reconstruction. Prepares comprehensive field reports, status reports, or work histories of complaints and maintenance as a basis for developing priorities for rehabilitation and reconstruction; maintains sewer capacity and compiles data for realistic maintenance and correction programs. Plans and schedules maintenance and repair activities with collection systems and pumping station personnel to facilitate effective dispatching of repair crews. Reviews plans and specifications and suggests changes to construction details and specifications based upon findings. Updates cost-estimates and schedules for completion of sewer system evaluation. Performs related work as required. KNOWLEDGE, SKILLS, AND ABILITIES Knowledge of collection system construction, operations and/or maintenance, and of general safety requirements, including specific requirements for confined space. Knowledge of basic mathematics or ability to learn elementary computer skills. Ability to express technical matters of some complexity in written and oral reports in terms that are easily understood by non-professional people. Ability to plan, assign, and oversee work of others; and to make independent investigations of technical problems. Ability to deal effectively with contractors and others. Ability to perform manual labor such as opening and closing manhole lids for extended periods of time and to work under unfavorable weather conditions. Ability to establish and maintain effective working relationships with subordinates, other county departments, contractors, and/or the public. Ability to obtain a valid Class D Maryland Driver's License.Graduation from high school, supplemented by college-level course work in mathematics or civil, sanitary, or environmental engineering; two (2) or more years experience in the construction and maintenance of water distribution or wastewater collection systems; and a valid non-commercial Class C motor vehicle operator's license. NOTE: The supplemental college-level course work in mathematics or civil, sanitary, or environmental engineering may be substituted with skilled work in water and wastewater systems. NOTE: This is a safety sensitive position and employees in this position are subject to controlled dangerous substance (CDS) and alcohol testing. NOTE: Longevity is available based upon years of service.
