Position Description
The Deputy Assessor oversees the assessment function for Anoka County, ensuring accurate classification and valuation of all parcels of property in compliance with Minnesota’s complex classification laws. This role involves developing and maintaining mass appraisal systems to ensure equitable property valuations across the county.
The Deputy Assessor is responsible for managing and directing the property assessment process for Anoka County, ensuring compliance with state mandates, and promoting equitable property valuations. This includes the statutory oversight responsibilities in situations where municipalities may employ City or contracted Local Assessors. This role requires analyzing and resolving complex issues with a deep understanding of county objectives, particularly within the Property Records and Taxation Department. The Deputy Assessor develops and implements mass appraisal systems to ensure consistent property classification and valuation. Additionally, they lead team activities, delegate assignments, and oversee work plans to meet departmental goals while holding full authority over personnel decisions such as hiring, performance evaluations, and disciplinary actions. This position also involves collaborating on the development and execution of county policies to support the organization's mission and objectives.
The Deputy Assessor’s decisions directly affect the county’s financial operations, timelines, and activities. Errors in judgment could result in increased costs, delays, and risks to critical county operations. This role demands strategic thinking and a deep understanding of county objectives to drive consistent and accurate assessments.
This is a full-time, exempt, benefit-eligible position, and is located at the Anoka County Government Center. Interviews will take place the week of March 9th, 2025, for those selected to move forward in the hiring process.
Pay & Benefits
- Hiring range $111,113 to $133,307 annually ($53.42 to $64.09 per hour).
- 2025 Anoka County Salary Schedule Grade 40: $111,113 to $155,500 annually ($53.42 to $74.76 per hour).

Work Location
- This position will work at the Anoka County Government Center, located at 2100 3rd Ave. Anoka, MN 55303.
- This position may be eligible for flexible work arrangements, including hybrid work, with some days working remotely and some days working in the office.
- Expected work hours are Monday – Friday 8:00 a.m. – 4:30 p.m.
Job Duties and Responsibilities

- Manage the mass appraisal of all property types countywide. Ensure property examinations and evaluations establish a fair market value for taxation.
- Monitor performance of on-site inspections to determine condition of property. Investigate the fair market value and property ratings through analysis and inspection of properties.
- Manage the physical inspection of all parcels of property throughout the county to ensure equalization between County Assessed & Locally Assessed jurisdictions.
- Review and evaluate the statistical performance of the mass appraisal system and provide guidance as to where improvement could be made.
- Monitor property classification and land type breakdown throughout the county to ensure equalization between County Assessed & Locally Assessed jurisdictions.
- Ensure staff countywide are educated when it comes to communication to property owners relating to assessment law, procedures of valuation, homesteading and classification.
- Inspect all property under petition as needed and act as a lead negotiator on assigned petitions in contracted areas while reviewing and approving settlement agreements in local jurisdictions to ensure equalization is being maintained through the tax court process.
- Review appraisal reports acquired by outside fee appraisal firms for use in tax court and provide review feedback to the County Attorney’s office.
- Inform appraisal staff countywide of tax court trends and decisions that will impact the larger mass appraisal processes and future tax court petitions.
- Provide leadership, coaching, and/or mentoring to a subordinate group.
Qualifications and Requirements:
Minimum Knowledge, Skills, and Abilities Needed
- Requires a bachelor’s degree and at least 6 years of job-related experience
- In lieu of the required education, an equivalent combination of education and experience may be substituted on a year-for-year basis
- Possess a Senior Accredited Minnesota Assessor (SAMA) license
- Successfully pass driver’s license background check
Preferred Knowledge, Skills, and Abilities Needed
- Degree in Business, Mathematics, Public Administration, Real Estate or Statistics
- Experience leading teams and creating positive and productive work environments
- Knowledge of Minnesota Real Estate Tax and Appraisal Law
- Certified General Real Property Appraiser License through MN Dept. of Commerce
- Any International Association of Assessing Officer (IAAO) designations
- Strong verbal and written communication skills
Physical Demands and Work Conditions:
- Standard office environment, and various county work sites both indoor and outdoor, including unfinished structures, construction areas, rough terrain, and changing weather conditions depending on assignment
- Work activities may require contact with uncooperative, angry, and sometimes hostile clients depending on assignment
- Vision abilities required by this job include close vision, distance vision, and the ability to adjust focus, such as to work on computers. Ability to see colors, shades and brightness
- Hearing abilities required for general and phone communication, signals, and machine sounds
- Ability to detect, discern, and tolerate a wide range of scents required for safety and performance of essential duties
- Cognitive abilities required include problem solving, prioritization of tasks, short- and long-term memory, interpreting and understanding written documents, and general mathematical skills
- Assignments require several hours of varied physical activity in addition to viewing a computer screen, sitting at a desk, or walking/standing
- Physical activity may include repeated bending, stooping, reaching, twisting, walking on sloped or uneven terrain, and handling/carrying equipment
- Regular lifting of 0-25 lbs., occasional lifting of up to 75 lbs.
- Equipment used includes computers, phones, and standard office equipment in addition to various inspection and surveying equipment depending on assignment
- Inspection and surveying equipment may include but is not limited to digital camera, tape measure, and personal protective equipment
- Travel between work sites may require driving a county vehicle and/or a personal vehicle
