ANSER is seeking a Cybersecurity Management Consultant to support a federal program in cybersecurity planning, analysis, development, and promulgation of cybersecurity strategies. In this role you will support data collection, interviewing, data modeling, project testing, and creation of performance measurements to support project objectives. You will perform research and prepare and conduct business analyses and studies, needs assessments, requirement analysis/definition and cost/benefit analyses to align business systems, solutions, and initiatives.

ANSER is seeking a Cybersecurity Management Consultant to support a federal program in cybersecurity planning, analysis, development, and promulgation of cybersecurity strategies. You will perform research and prepare and conduct business analyses and studies, needs assessments, requirement analysis/definition and cost/benefit analyses to align business systems, solutions, and initiatives.
Day To Day Responsibilities
- Conduct organizational studies and evaluations, design systems and procedures, conduct work simplification and measurement studies, and prepares reports, procedures, draft regulations, guidelines, briefings, and related documentation.
- Develop, analyze, evaluate, advise on, and or improve the effectiveness of management controls, processes, information and documentation systems, and similar functions of management.
- Develop business methods for problem solving, process change, and solutions implementation ensuring enterprise-wide integration.
- Identify best practices, assesses performance measurement, and research, collect, and verify data and translates it into strategic and operational guidance.
- Guide and assist clients through a wide range of management and organizational and business improvement and modernization initiatives.
- Support requirement for communication of organizational vision, mission, and strategy.
- Prepare background papers, briefings, and speeches; creates web and portal content; and performs similar organizational messaging activities.
- Support the development, implementation, and maintenance of strategy, doctrine, standards, policies, and procedures.
- Establish and satisfy complex enterprise-wide cybersecurity requirements based upon the analysis of user, policy, regulatory, and resource demands.
- Identify security risks, threats, and vulnerabilities of networks, systems, applications, and new technology initiatives and recommends mitigation measures.
- Apply expertise to government and commercial common user systems and dedicated special purpose systems requiring specialized cybersecurity features and procedures.
- Support the development, implementation, and maintenance of strategy, doctrine, standards, policies, and procedures.
- Provide cybersecurity expertise during policy, initiative, manual, and instruction development to identify vulnerabilities and enhance security engineering and cyber defense across DoD networks and capabilities.
- Advise and assist during collaborations with various agencies during coordinated policy development and international CS/DCO engagements.
- Provide technical subject matter expertise to research evolving CS management methodologies.
- Support ongoing and future enhancements of a seamless integrated enterprise-wide decision structure for cybersecurity risk management (RMF) that aligns to guidance and policy.
- Create and maintain capability deployment concept of operations and strategy document outlining capabilities, gaps, deployment timelines, roadmaps, and measures of effectiveness and performance.
- Provide support to the DCIO-CS for the development and promulgation of cybersecurity requirements for cloud capabilities.
- Active TS/SCI Clearance
- Bachelor’s degree in Information Technology, Computer Science, Cybersecurity related field, Program Management or other similarly related field
- Five (5) or more years progressive relevant experience providing government or defense agencies decision support, analysis, technical program support related to cybersecurity and/or systems engineering and supporting cybersecurity, technology programs.
- Demonstrated understanding and knowledge of cybersecurity standards.
- Knowledge of Department of Defense (DoD) acquisition programs, systems and infrastructure.
- Previous experience presenting or briefing high level stakeholders, military officials and policy makers.
- Cybersecurity certifications such as CEH, CRISC, CISM, CISA, CISSP, GIA
- Prior experience with analysis of alternatives (AoA)
