Analytic Services Inc. (ANSER) is seeking a Management Analyst to support the Office of the Director of Administration and Management’s (ODA&M), Performance Improvement Directorate (PID) in the execution of their mission to provide advice and assistance to the Secretary of Defense and Deputy Secretary of Defense on strategic performance planning, measurement, analysis, regular assessment of progress, and use of performance information to drive improvements to support DoD goals and mission. You will support the PID’s role in conducting recurring reviews of all the Department of Defense (DoD) Defense Agencies and DoD Field Activities (DAFAs) with thorough research and analysis, data analytics, and technical writing.

Position Overview
Analytic Services Inc. You will support the PID’s role in conducting recurring reviews of all the Department of Defense (DoD) Defense Agencies and DoD Field Activities (DAFAs) with thorough research and analysis, data analytics, and technical writing.
Day To Day Responsibilities
- Leads research efforts related to strategic planning, performance management, and process improvement related to the DAFAs operation.
- Coordinates with internal and external stakeholders to ensure timely and responsive completion of tasks.
- Produces, reviews and edits content of technical and professional written material, in accordance with the DoD Guides and Manuals on written correspondence. The written material includes but not limited to letters, memoranda, reports, guidance documents, issuances, etc.
- Synthesize large amounts of data from disparate stakeholders and presents findings, recommendation formats that are impactful and easy to understand.
- Identify relevant metrics to measure DAFA organizational healthy and organizational performance.
- Collaborate with Evaluation Officer to integrate evidence-building activities with performance management.
- Adjudicate dissimilar information and content that align to a fix position and identify common threads and connections.
- Use broad experience and technical knowledge to propose solutions to complex business problems.
- Perform other duties as assigned by the Director or Deputy Director, PID.
- Active Secret Clearance
- Bachelor’s degree
- 8 years of experience with staffing and coordination efforts at the Secretary of Defense level.
- Highly proficient with the Microsoft Office Suite of applications, especially Word, Excel, and PowerPoint.
- Demonstrated skills and experience to provide executive level project and program support required based on description above.
- Knowledge of the current DoD functions and organization, including working knowledge of applicable issuances, among them are:
- DepSecDef Memo “Supplemental Guidance on Functions and Responsibilities of the Performance Improvement Officer”
- Title 10 USC 192: Defense Agencies and Department of Defense Field Activities: oversight by the Secretary of Defense.
- Chartering Directives for each DAFA
- DoDD 5100.01, “Functions of the Department of Defense and Its Major Components”
- DoD 5110.04-M, “DoD Manual for Written Material” Volumes 1 and 2
- Prior experience as an author, editor and analyst for official documents and written packages (memos, papers, strategies, etc.) and present information.
- Prior experience with stakeholder and customer engagement strategies, including developing customer interview and data collection approaches, conducting stakeholder interviews, and collecting and synthesizing information and data.
- Prior experience with performance management, process improvement, data analytics, metric development and comparison, and other data-based capabilities or use in the effective management of a complex organization with multiple lines of functional activities.
- Master's degree
- DoD level experience with staffing and coordination efforts at the Secretary of Defense level.
- High level of proficiency of the English language, both written and oral.
- Prior experience with the development of data visualizations utilizing Microsoft Power BI
