Professional Expert – Temporary, Short-Term Assignment: Under the direction of the Project Supervisor, Student Services (Basic Needs Center) the Housing Navigator serves as an expert for AVC students who have identified themselves as needing housing support, potential housing partners, and community partners/programs. This person will have a mixture of field and office responsibilities to connect with local landlords, management companies, homeowners, builders and more to expand AVC’s housing partnerships to address housing needs of students to support college completion. 

 

REPRESENTATIVE DUTIES

 E= indicates essential duties of the position

 

• Serves as a housing expert for AVC and members of the community to identify partnerships with landlords, apartment complexes, management companies, and government agencies to promote growth of housing opportunities for students in need. (E)

• Attends community events to provide outreach and network with other housing programs to build connections for referrals and resources. (E)

• Conducts site visits with representatives of housing providers to establish and maintain contacts, communicate department protocols, and provide input on appropriate housing placement. (E)

• Assists with intake and support appointments with AVC students for temporary or permanent housing. Make any necessary referrals. 

• Maintains timely and accurate documentation of service delivery and participant’s progress in the Homeless Management Information System (HMIS) and/or Coordinated Entry System (CES).  (E)

• Collaborates with the housing program internal team members to develop plans for individuals/families to facilitate placement in appropriate programs or housing settings. (E)

• Assists in the creation and maintenance of internal procedures and qualifications for housing program. (E)

• Some travel required.

• Perform other duties as assigned.

 

MINIMUM QUALIFICATIONS

Any combinations equivalent to: 

• A bachelor's degree from an accredited U.S. college or university, or a certified foreign studies equivalency and work experience in social casework, eligibility casework, or housing related program experience with a public or private agency/organization, which must have included interpreting, explaining, and applying program rules and regulations; OR,

• An associate degree from an accredited U.S. college or university, or a certified foreign studies equivalency, AND one (1) year of social casework, eligibility casework, or housing related program experience with a public or private agency/organization, which must have included interpreting, explaining, and applying program rules and regulations. 

          OR,

• Four (4) years of any combination of college level education and closely related experience as stated above. 

• Licenses and Other Requirements

• Valid Driver's License and current auto insurance as required by state law.

• Must be familiar with US Department of Housing and Urban Development (HUD) regulations, Coordinated Entry System (CES) and Homeless Management Information System (HMIS).

• Work a variable schedule to accommodate evening, weekend 

 

OTHER INFORMATION

KNOWLEDGE OF:

Communicate effectively with people of various educational, socio-economic, and cultural backgrounds and function calmly in situations where students may have experienced trauma or have mental health factors, which require a high degree of sensitivity, tack, and conflict resolution.

• Trauma informed care training and techniques to deescalate and communicate with people experiencing crisis.

• Modern office practices, procedures and equipment.

• Confidential record-keeping and data tracking techniques.

• Placement techniques related to homeless children, families, and/or adults.

• Budget/fiscal management, tracking, processing and reporting.

• Principles and practices of social work and housing programs on the Federal, State, and local level.

• Rules and regulations governing the provision of housing, health and social services to people who are homeless or at-risk of homelessness.

• Current trends and issues in the field of homelessness.

• Principles and methods of identifying and assessing housing needs.

• Community and agency resources providing social service and housing benefits.

 

ABILITY TO:

• Learn applicable section of State education code and applicable laws, regulations, and policies.

• Learn and apply district operations, policies, and objectives.

• Learn internal databases to input and processing financial requests and disbursements when needed.

• Work a flexible schedule involving evening, weekend and holiday hours.

• Work independently with little supervision.

• Meet schedules and deadlines.

• Exercise appropriate judgment in answering questions and releasing information.

• Travel within the service area of the college and submit mileage request for reimbursement.

 

WORK ENVIRONMENT:

• Indoor and outdoor work environment.

• May be in excess heat or cold weather.

• Evening, weekend and holiday hours.

• Driving a vehicle to conduct work as required by position.

 

PHYSICAL EFFORT:

• Walking to review activity program and sites.

• Standing to disseminate information.

• Lifting heavy objects 20 pounds.

• Pulling/Pushing heavy objects on dollies or carts.
