Because the Contractor is responsible for independently conducting the performance audit and making recommendations, the Contractor’s interaction with audit staff shall be limited as follows: the Contractor will collaborate with audit staff by conducting regular meetings to discuss planning and progress in conducting the performance audit. Discussions will include any unique issues that may have surfaced during the Contractor’s audit or any logistical or access to records concerns that have arisen. The audit office will use this information to determine whether a change in scope is warranted or to take the action necessary to mitigate any logistical or access concerns. Meet all mutually agreed upon deadlines. The Contractor acknowledges that the audit office is relying on this independent performance audit for recommendations to improve the ACFR process, including the timeliness of the ACFR.

The Performance Audit objectives will generally consist of the following:
Evaluate the effectiveness and efficiency of the process for compiling the ACFR, including an evaluation of:
- Project management efforts and the use of authority to compel timely reporting by relevant entities.
- Financial reporting instructions to relevant entities and the ability to support GAAP-compliant reporting.
- The process for compiling department GAAP entries and financial statements to prepare the ACFR, including actions taken to address previously reported internal control findings.
- How the fiscal and accounting policies set for departments and agencies assist with ACFR preparation.
- Whether the training provided to agencies regarding accounting principles assists with ACFR preparation, and how such training could be enhanced.
- Whether or not an effective and efficient audit approach has been developed. Evaluate the quantity and quality of the audit work and provide suggestions for improvement.
- Project management efforts related to audit staff assignment and timely completion of audit work.
- The quality of ACFR-related communications, including comments on GAAP departures and audit adjustments.
- Whether there is sufficient staffing to conduct the ACFR audit in a timely manner.
- Why these entities did not report GAAP-compliant financial information and journal entries within the required timeframes, and the extent to which they received technical assistance.
- Whether or not each entitys accounting office and other key units possess a sufficient understanding of GAAP to facilitate timely financial reporting.
- For each selected entity, determine what additional support, training, or other resources are required to better ensure timely GAAP-compliant reporting.
- Independently conduct a performance audit of the ACFR preparation process as described in Section I, B. Statement of Work. In conducting this performance audit, the Contractor must follow applicable auditing standards set forth by the U.S. Comptroller General in the publication, Generally Accepted Government Auditing Standards (GAGAS).
- Independently conduct the performance audit and independently develop findings and make recommendations for improving the ACFR preparation process.
- Gain an understanding of the operational processes and internal controls for the ACFR preparation process, then prepare a formal, written risk assessment, audit plan, and work plan or task schedule.
- Schedule the entrance and exit conferences, as well as any meetings needed during fieldwork.
- Prepare workpapers in accordance with GAGAS standards for performance audits and deliver copies at the end of the audit. The Contractor shall gather and provide sufficient, appropriate evidence so an experienced independent person could review the work and reach the same conclusion. Workpapers shall include source, purpose, scope and methodology, analysis, conclusion, sufficient cross-references, and all supporting documents. Workpapers should also identify the individuals responsible for their preparation and review.
- Independently prepare draft and final performance audit reports to document findings related to the ACFR process. These findings should detail the condition, criteria, cause, effect, and recommendation. Additionally, the Contractor shall obtain comments, perspective, and responses from relevant departments selected for audit, which the Contractor shall include in the final performance audit report.
- The audit office will review the draft audit report and provide comments to the Contractor. However, to ensure this review does not impair the Contractor’s independent conduct of this performance audit, these comments will be limited to providing perspective on the sufficiency of the Contractor’s audit work in fulfilling the objectives of this performance audit.
