Education & Experience Requirements:
Must be at least 18 years of age
Valid Driver’s License (preferred)
MINIMUM EDUCATIONAL AND EXPERIENCE QUALIFICATIONS REQUIREMENTS
Bachelor’s Degree and four (4) years of experience in working in Administration or Human Services field
- Combination of Education and Work Experience minimum (6) years
PREFERRED EDUCATIONAL AND EXPERIENCE QUALIFICATIONS REQUIREMENTS
- Master’s Degree and three (3) to five (5) years of experience in working for a Non-Profit organization
- Two (2) to Five (5) years in human services or related field
- Knowledge of Developmentally Disabled – MH/IDD
- Current knowledge of Human Services financing requirements

Knowledge in and experience with DHS/OMHSAS requirements

Business operations to include finance, human resources, information systems, social services programs and contract requirements
- Record keeping for that of a Non-Profit Organization

Business operations to include finance, human resources, information systems, social services programs and contract requirements
- Knowledge of MH/IDD programmatic Implementation including services rendered to consumer’s, reports and billing requirements and regulations
- Strong customer service orientation with proven accomplishments

Additional Requirements: The candidate must pass a Criminal Record History Clearance, & FBI as well as possess a valid PA Driver's License. The candidate must pass a Physical & Drug Screening & possess the ability to attend and successfully complete all sponsored training.
Essential Elements of the Position:

PROVIDE ASSISTANCE TO THE CHIEF OPERATING OFFICER
- Coordinate special projects
- Assist with marketing to targeted consumers
- Assists with the coordination of networking throughout the counties in which we provide services
- Assist with the development of new programs as required
- Assist with the development of new contracts for review and approval
- Make recommendations for the implementation of new programs
- Take over new programs as directed by the COO
- Assist with the development of fiscal narratives, goal development, cost analysis and Strategic Planning
- Participates in monthly meetings and activities specific to IDD/MH programs as directed by the COO
- Monitor and track units of service as compared to monthly budgeted allotments
- Participate in committees as directed by the COO

Perform and/or provide oversight for the Program Coordinators
- Ensure regulatory compliance of programs as governed by the DHS BHSL, ODP, OMHSAS, and SCFF as directed
- Mentor Person Directed Framework (PDF) and / or Nonviolent Communication
- Ensure proper authorizations for services provided
- HCSIS monitoring and reporting requirements
- Ensure Performance Based Standard reporting as determined by AE/ODP/DHS
- Monitor and/or assist in the development of all Quality Assurance programs
- Ensure proper documentation is EHR system
- Maintain confidentiality according to HIPAA Policies and Procedures
- Perform the following functions in cooperation with the Fiscal department
- Ensure completion and appropriate oversight regarding
- Accounts Payable/Accounts Receivable – SCFFI and consumers
- Budgeting - SCFFI
- Payroll/ADP preparation and documentation
- Billing - Consumers and SCFFI
