****travel required to Big Bend, Bayside and Polk plants as needed****

Overtime: Not guaranteed or frequent and the work schedule is 7 am - 3:30pm
Must be Candidates with Primavera P6 experience and a background in power plants/industrial settings.
Candidates must have experience in planning, scheduling, and editing in P6.
POSITION CONCEPT:
The Planner Estimator is responsible in a line capacity to the Manager, Construction/Manager Planning & Contractor Services. Responsible for coordinating, planning and scheduling all capital project, outage and maintenance related activities from initiation to completion in a cost-effective manner in accordance with the procedure for Planning Contracted Work ES-CM-100. Collaborates with TEC Construction Supervisors in the development of work estimates and review contractor work proposals. Utilize cost control methods and work within the parameters of station budgetary allotments to accomplish required work. Responsible for prompt and effective communication and coordination of significant work activities with all affected groups to anticipate and minimize schedule and cost conflicts and delays, KPI tracking and compliance monitoring.
PRIMARY DUTIES AND RESPONSIBILITIES:
Ensure work orders are thoroughly scoped, planned and estimated in accordance with the procedure for Planning Contracted Work ES-CM-100. This includes all HEC procedures, confined space and burn permits, job aides,
maintenance procedures, PM attachments, safe work practices, and environmental policies, procedures, and permit limitations. Estimate contractor work independently.
Provide assessments of estimate and quality, estimate risk, and provide calculated contingency requirements based on project risk analysis.
Review estimates produced by Planner Estimator I and II positions and contractors for completeness and accuracy and ensure compliance with Energy Supply approved procedures.
Provide direction to Planner Estimator I and II positions concerning scheduling and estimating contractor work.
Assist the Construction Manager, Superintendent, Manager Planning & Contractor Services with the development of scheduling standards, construction processes, and systems.
Stay abreast of market conditions such as commodity pricing, labor supply and demand, inflation forecasts to maintain accurate pricing for estimating labor, materials, rentals, and per diem costs.
Assist the Superintendent, Planning & Scheduling in the development of the contractor metrics reports, KPI reports as well as cost reports as required.
Leads efforts with regards to Lean Processes, process improvements, lessons learned, RFI s ensuring maintenance of all documentation.
Perform any and other duties or special assignments as assigned by O & PM Manager, Construction.
QUALIFICATIONS: Education
Required: High School Diploma or equivalent.
Preferred: College Degree in Business, Engineering, Engineering Technology, Building Construction, or related degree from an accredited institution is preferred and may be considered in lieu of equivalent years of the overall experience requirements
Related Experience
Required: Minimum of 3 years as a Planner Estimator II; or minimum of nine (9) years of work experience related to the Duties & Responsibilities of this position is required. Related experience must consist of progressively more complex assignments in scheduling, planning, and/or tracking maintenance work and equipment in a heavy industrial facility.
Licenses/Certifications
Preferred: PMP Certification
Knowledge/Skills/Abilities
Required: Knowledge in estimating contractor work utilizing proven methods. Proficient working knowledge in Primavera (P6). Must understand Construction Management techniques and the role of Energy Supply Contract Supervisors. Must understand Energy Supply contracting methods and be familiar with the capabilities of Energy Supply contractors. Must have strong leadership skills. Must understand estimate risk assessment, measurement of estimate quality, and contingency development. Must have strong interpersonal and communication skills. Must have demonstrated Primavera skills and a thorough understanding of Baseline and Man loaded Schedules.
Preferred: Thorough understanding of estimating techniques including Monte Carlo analysis, parametric, factored, and detailed estimating.
