Overview

Apogee is looking for a talented Senior International Technology Transfer Analyst to support the Deputy Assistant Secretary of the Army for Defense Exports and Cooperation (DASA DE&C). This high-impact position will provide subject matter expertise in international affairs, national security policy, and/or Foreign Military Sales (FMS). DASA DE&C’s mission is to manage the US Army’s Security Assistance and Armaments Cooperation programs that engage allies and partners across the full spectrum of Army acquisition to achieve force dominance. 

 

This is a full-time opportunity in at Arlington, VA. 

Responsibilities

  • Conduct assessments of selected Army acquisition programs to identify opportunities for security cooperation and to identify requirements for and compliance with DoD and Army directives regarding program protection and end use monitoring.
  • Evaluate Army security cooperation technology transfer, disclosure activities, and related documentation to identify requirements for and compliance with DOD and U.S. Army directives regarding disclosure of DOD information related FMS, cooperation programs, and direct commercial sales.
  • Perform administrative and technical assessments of commercial export applications (both USML and CCL) and propose positions regarding technology transfer.
  • Assessments of the Army’s acquisition programs to the COR for compliance with DoD and Army directives regarding program technology projection as required. Assessments will identify shortfalls, corrective measures, and metrics for the subject tasks and include periodic updates with recommended timelines for completion.
  • Provide management/administrative support necessary to assist DASA DEC in the management of international technology transfer documentation to include ITAR exemptions, export policy statements, ENDP determinations, releasability determinations/guidance, DDLs, and other applicable DCS, and acquisition program related export documents.
  • Provide management and administrative support necessary to assist DASA DEC in the management of international technology transfer documentation to include ITAR exemptions, export policy statements, ENDP determinations, associated Records of Actions (RAs), other releasability determinations/guidance, Delegation of Disclosure Letters (DDLs), and other applicable FMS and acquisition program related export documents.

Qualifications

Minimum Experience:

Citizenship: Must be a US citizen Clearance: Must have and be able to maintain a Secret Security Clearance.Education: High School DiplomaYears of Experience: 16 years of relevant experience, including at least 10 years of uniformed service providing security cooperation support.

Additional Experience:

  • Knowledgeable on:
    • International Agreements, negotiations, and requirements for co-development of new technology
    • DoD, DoD Directive 5230-series, and Army regulations relevant to security cooperation
  • Effective, efficient written and oral communication skills
  • Self-motivated, detail oriented, responsible team player able to work independently with minimal daily direction
  • Ability to work and interact with technically and organizationally diverse personnel
  • Open to occasional travel

 

Preferred Qualifications:Education and Years of Experience: Bachelor’s degree with 10 years of relevant experience, including at least 4 years of experience in International Armaments Cooperation (IAC).
