GENERAL DESCRIPTION
This is responsible management and professional work in planning, budgeting, organizing, and supervising municipal engineering and construction of all residential and commercial development utilities, environmental and stormwater infrastructures managed by Public Services Department. Primary duty of this position is to ensure that all municipal engineering and construction projects from their inception to their completion met compliance with all federal, state, and local rules and regulations. The Senior Engineer will be responsible for interlocal and intergovernmental contracts / agreements, assists developers with utilities availability existing data and future projections for better planning of their respective developments, and evaluates and approves Preliminary and Final Development Plans prepared by consultants and providing professional engineering services for land developers or by the Public Services stormwater and design division inclusive of the MS4, BMAP and other water quality inspections. Customarily and regularly directs the work of other employees; has responsibility to develop suggestions or recommendations regarding hiring, termination, advancement, promotion, or any other change of status of other employees. Work is performed under the general supervision of the City Engineer / Public Services Director or designee and is reviewed through observations, conversation, and evaluation of results achieved.

ESSENTIAL JOB FUNCTIONS
- Responsible for the inspection, supervision, and management of construction of all residential and commercial development projects. This includes reviews and approves all shop drawings, calculates, collects and ultimately release performance bonds as well as collection and file maintenance of all preconstruction meeting requisites (ice permits, final development orders, FDEP water / sewer permits, SJRWMD ERP, NPDES etc.), from owners, engineer, contractor, subcontractors, utilities, sediment & erosion control operators.
- Monitors construction of all elements of construction including but not limited to road construction, stormwater, sewer, force mains, water mains, reuse, retaining walls, screen walls, sidewalk, curbs, irrigation, etc. Coordinates field design conflicts, unforeseen conditions, and others unusual or unexpected field conditions with various departments, contractors, engineers and developers.
- Manages certificates of acceptance, certificates of completion, and coordinates with building official on engineer support of issuance of certificate of occupancy.
- Assists the Streets and Stormwater Operations & Maintenance Division with design, permitting, cost estimates, procurement, and construction management related to rehabilitation of streets, public right-of-way facilities, and stormwater systems projects.
- Assists the Grants Coordinator (Finance Dept) with identifying and securing municipal infrastructure grants, including, but not limited to, environmental assessment, preliminary planning, design, permitting, cost estimates, procurement, and construction management related to rehabilitation of existing and construction of new municipal infrastructure.
- Assumes the responsibility for monitoring and reporting on contractual services for compliance, managing budgets and expenditures by reviewing invoices and financial statements, and reporting on professional consultants and contractor's performance.
- Preparation and presentation of public reports, bid proposals, engineering and environmental impact statements, and property, right-of-way, or easement acquisitions and assumes the responsibility for directing and leading Pre-Bid and Pre-Construction meetings for municipal projects managed by the Public Services department, as assigned.
- Assist in reviewing plans and specifications for stormwater improvement, repairs, and maintenance, including meeting with consultants and contractors. Must be able to prepare stormwater budget and assist with the development of Capital Projects Plan. Review and issue ROW, driveway, and miscellaneous permits as well as manages landfill permits.
- Responsible for coordinating the design, permitting, feasibility estimates, and management of complex engineering projects from various engineering disciplines : transportation, geotechnical, water and environmental resources, structural, construction, and surveying.
- Assumes the responsibility for designing municipal public works projects and developing complex engineering drawings and engineering estimates and specifications, including but not limited to, water resources, transportation, and facilities.
- Must be able to perform administrative work using a computer. Working knowledge of the Microsoft Office (Outlook, Word, Excel, PowerPoint and Project) software package is essential. Knowledge and proficiency in software applications such as Autodesk (Infrastructure Design, Civil 3D, and Sanitary & Storm Analysis), ESRI (GIS ArcView), PTC Mathcad, Innovyze, PONDS, MODRET, etc. is a plus.
- Work requires very frequent speaking, hearing, writing and frequent standing, walking, sitting, and reading. Work requires occasional bending, stooping, pushing, pulling, digging, reaching overhead, kneeling, climbing and lifting up to 40 pounds. Work requires frequent operation of a pick-up truck on and off road. Works frequently with chemicals and occasionally works in extreme weather, heights, confined areas and areas of excessive noise.

MINIMUM QUALIFICATIONS
JOB LOCATION
The Administration Building within the City Public Services Complex is primary location; however, work may be required within all City-owned buildings, facilities, land, streets, rights-of-way, any location within the City jurisdictional or utility service area, or any off-site location or facility utilized as part of the City's participation or involvement in an event, activity or job assignment. Work requires occasional evening and / or weekend work and travel to other locations.
