Essential Job Functions
The GEAR UP project is a federal grant program which currently serves approximately 30,000 students, their families, and all staff of 17 rural school districts in western North Carolina. The Data Management Specialist serves as a key member of evaluation functions of GEAR UP, ensuring that the data collected for the project is collected, cleaned, and stored securely and accurately.
The Data Management Specialist will support GEAR UP administratively by managing the inflow of all GEAR UP data, secure upload and storage into a custom database, allowing for improved accuracy of reporting.
This position will be responsible for:

This position will be responsible for:
- preparing spreadsheets for database imports
- running reports for database exports
- analyzing a variety of spreadsheets to note trends and progress
- quality control audits to ensure accurate data, etc.
- responsible for keeping the GEAR UP team informed about the status of current data projects and notifying leadership of any trends or issues

- Master’s degree and 2 years of experience related to the area of assignment; or equivalent combination of training and experience. All degrees must be received from appropriately accredited institutions.
- Experience working on evaluation of federal grant projects.
- Experience working with custom databases.

Required Functional Competencies to Successfully Perform Job Duties.
Information Analysis/Decision Making:
- Analyze operational effectiveness of the data collection and data storage procedures to identify areas of weakness or risk.
- Develop well-researched solutions and initiatives to resolve issues and minimize risk of data breach or inaccuracy.
- Assess and resolve unprecedented problems that require research and review of policy and procedures.
Program/Project Administration:
- Ensure program reporting accuracy through development, implementation, and monitoring of Lyceum (internally managed database) containing millions of personally identifiable data.
- Develop new procedures and Lyceum enhancements in order to support applicable data collection requirements for the new GEAR UP program.
- Assess needs of the Lyceum application to propose and implement enhancements to improve accuracy of data reporting (which includes development and implementation of thorough testing of version updates)
- Assess data and Lyceum needs for the grant evaluation project and recommend changes in policies or procedures to improve efficiency and effectiveness.
- Collaborate across functional teams to ensure project management is efficient and effective for all users.
- Design and manage projects requiring the technical knowledge of advanced data transfer (including but not limited to mass data collections and sharing for programmatic implementation).
- Abides by, and trains others on the policies and practices for securely sharing protected information (including FERPA, etc.)
- Leads the data collection process for the annual GEAR UP surveys for over 30,000 students and families, and over 1,000 teachers.
Communication & Marketing:
- Regular outreach to external partners to provide progress reporting and data quality checks.
- Communicate internally and externally with documentation or data entries that are missing, lacking, or inaccurate.
- Providing timely status updates and follow up with internal team and external partners to ensure project timelines are met.
- Maintain and enhance professional relationships to increase credibility and build rapport when explaining and interpreting program policies and procedures for data collections and reporting.
- Listen for concern and carefully explain beneficial outcomes of the project to maintain positive working relationships with district partners.
- Work toward mutual resolutions that are in the best interest of the goals of the GEAR UP project and the university.
Pay will be commensurate with applicant competencies, budget, equity and market considerations.
