Job Summary

The FSO and Security Administrator is responsible for ensuring that the company complies with the requirements set forth by the National Industrial Security Program (NISP). This includes managing personnel and physical facility security clearances, conducting security training, overseeing classified contracts, and implementing facility security measures. The FSO serves as the primary liaison between the company and the Defense Counterintelligence and Security Agency (DCSA), ensuring compliance with all federal security regulations.

Key Responsibilities

Principle job responsibilities include but are not limited to:

1. Develop, implement and maintain the company government security processes and procedures in compliance with the National Industrial Security Program Operating Manual (NISPOM).

2. Manage the relationship with Defense Counterintelligence Security Agency (DCSA) assigned representatives including periodic inspections and security audits.

3. Update and maintain all government documents, records, and notifications required for personnel and facility security clearances in the National Industrial Security System (NISS) and the Defense Information System of Security (DISS).

4. Maintain Facility Security Clearance (FLC) for the Stockton location of the company. including accurate and updated DD-254 submissions.

5. Manage Personnel Security Clearances (PCL) files for employees of the company with active clearances including maintaining SF-86 forms and periodic reinvestigations.

6. Collaborate with Human Resources to perform background investigations for new hire candidates and validate security clearance eligibility as appropriate.

7. In-brief new hires or employees who obtain a clearance on requirements of maintaining an PCL and complying with company FCL policies.

8. Officially debrief employees with clearances upon termination of employment and report their change in status to DCSA.

9. Develop and conduct Security Awareness training, in accordance with DCSA recommendation, for employees with active security clearances.

10. Support periodic Visitation Requestions (VRs) for employees meeting with customer or third party facilities that require a clearance.

11. Document and report any foreign travel or contacts for employees with active clearances.

12. Serve as a key member of the company’s Government Security Team.

General Position Requirements

• U.S. citizen with active security clearance at the Secret or Top Secret level.
• Minimum of 3 years as a Facility Security Officer for a cleared defense contractor.
• Valid and current certification with a minimum 40 hours in Security Training Education and Professionalization (STEPP) through the Center for Development of Security Excellence (CDSE).
• Bachelor’s degree in relevant field preferred
• Military or civilian government experience, especially in security or contracts preferred
• Experience managing a Closed Room or SCIF strongly preferred
• Experience with storage and management of classified materials strongly preferred

Skills & Abilities

• In depth understanding of laws and regulations for U.S. government defense contractors.
• Detail oriented, highly organized and keeps to deadlines
• Track record of preparing for and passing DCSA security audits
• Proactively identifies and raises potential issues or concerns to management, along with recommendations for how to remedy
• Highly collaborative interpersonal skills, with a “get it done” customer service orientation

Job Type: Full-time

Pay: $60,000.00 - $80,000.00 per year
