Job Title : Contracts / Accounting Specialist Reports to : President
FLSA Status : Full-Time (Exempt) Department : G&A
Position Objective :
- Manage contracts administration for all phases of contract lifecycle, from pre-proposal to contract closeout. Support accounting related functions including but not limited to : budgeting, forecasting, and contract billing for a service-based company. Prior experience with government contracting is preferred.
Essential Functions :
Prepare list of requirements from the solicitation for proposal preparationVerify compliance of proposal with the list of requirementsAssist with the preparation of well-documented cost proposals in accordance with customer and company requirementsPrepare commercialization reportsSubmit proposals, including all supporting documents and justificationsPerform contracting strategically to reduce contract riskConduct financial profitability analysis on contracts & supplier proposals to identify risk / unfavorable business or legal termsReview billing to ensure contract provisions are met and track reporting deadlines that influence billingDevelop, review, and award contracts, subcontract, confidentiality, and non-disclosure agreementsPrepare contract billing / cost information to managementManage & control expenditures for subcontractorsAssist with the maintenance of government and customer property logsProvide support to :o Perform fundamental accounting duties such as : General Ledger posting, Accounts Receivable, Accounts Payable, Payroll, and Fixed Assets. Perform month end billing for services
o Prepare year-end audit schedules for external CPA
o Prepare monthly financial statements : Income Statement, Balance Sheet, Cash Flow statement and other analytical reports as required
o Coordinate activities with Financial Contract Analyst and supervise part time accounting personnel
o Maintain cash flow by monitoring bank balances and cash requirements
o Reconcile accounts to the general ledger and with subsidiary systems such as payroll
o Support and coordinate financial statement compilation and tax preparation with the company’s external CPA
Ensure accuracy and follow documentation procedures for all work; maintain notebook of daily activities and provide weekly report of workOther duties as assignedRequired Qualifications :
Bachelor’s degree or higher related to the field of finance, accountancy, or legal studies with a superior academic recordAttention to detail and effective time and schedule management skillsEffective organizing, planning, and problem-solving skillsAbility to adapt within a small team to support evolving customer requirementsAbility to execute instructions and communication in written, oral, and diagram formDemonstrated strong writing, fact-gathering, and analytical skillsHigh level of integrity and confidentialityBasic computer and software skills including but not necessarily limited to Microsoft Office products (e.g., Outlook, Word, and Power Point), payroll software, and QuickBooks; advanced Microsoft Excel skillsPreferred Qualifications :
1-2 years of experience in accounting or a closely related fieldCollege cumulative GPA (Grade Point Average) of 3.5 or higherExperience with government contracting, cost proposal processes, government property requirements, understanding of fundamental accounting functions, and payroll practicesKnowledge of SFAS Rules, namely for statements of accounting financial standards, reporting research results, confidentiality, and data managementEmployment Job Site
