Job Title: Marketing and Contracts Manager
Salary Range: $70,000 - $85,000

APPRISE is a nonprofit research institute dedicated to collecting and analyzing data to assess and improve public programs. Our research focuses on initiatives that provide energy bill payment assistance, energy education, and energy efficiency services for low-income households, as well as programs that promote energy efficiency for residential, commercial, and industrial utility customers. Through rigorous research, APPRISE delivers actionable recommendations to program administrators and stakeholders to improve program design, operations, and impact.
POSITION OVERVIEW
APPRISE seeks a Marketing and Contracts Manager to identify proposal opportunities, review proposal requirements, assist with proposal development, and manage contracts.
RESPONSIBILITIES
Procurement
- Identify, monitor, and manage a list of over 100 procurement platforms.
- Register APPRISE for announcements and update APPRISE corporate information as required.
- Search for and track relevant RFQ, RFI, and RFP opportunities aligned with APPRISE's research capabilities.
- Build relationships with procurement professionals to develop an in-depth understanding of potential client research needs and procurement approaches.
Proposal Development:
- Read and analyze solicitation documents (RFQs, RFIs, and RFPs) to determine project requirements and opportunities.
- Develop detailed information on project scope and proposal requirements for management.
- Assess fit for APPRISE and summarize information for management.
- Develop well-organized proposals tailored to specified requirements with a focus on administrative requirements and budgets.
- Incorporate key technical proposal information from subject matter experts.
- Review and revise proposal drafts to ensure clarity, accuracy, and compliance.
Contract Management:
- Review proposed contracts and advise APPRISE management on needed exceptions.
- Document contractual requirements associated with each project, including staffing and reporting requirements, insurance requirements, and data security requirements.
- Ensure that APPRISE is in compliance with contractual requirements.
- Furnish Business Manager with cost tracking and invoicing requirements.
- When needed, prepare subcontracts and track subcontractor compliance with contract terms.
Content and Knowledge Management:
- Build and maintain a proposal content library, including capability statements, past research summaries, management plans, and performance examples.
- Assist in formatting and editing APPRISE staff resumes for proposal submissions.
- Create visually appealing proposal graphics that enhance document presentation.
Research and Strategic Sourcing:
- Learn APPRISE’s areas of focus (energy efficiency, energy affordability, energy renewables) to identify and pursue aligned opportunities.
- Identify potential subcontractors with diverse, skilled businesses that align with project needs.
REQUIREMENTS
- Work in office Monday to Friday (40 hours)
- Bachelor’s degree required; advanced degree preferred (e.g., business administration, public administration, strategic marketing or related fields).
- Minimum of 5 years of related experience.
- Strong research and analytical skills with the ability to synthesize information efficiently.
- Proficiency in Adobe Suite, Microsoft Outlook, Word, Excel, and other relevant software tools.
- Demonstrated proposal and contracting experience.
- Exceptional written and verbal communication skills.
- Exceptional attention to detail.
- Ability to work independently, manage multiple projects, and meet strict deadlines.
DESIRED QUALITIES
- Familiarity with government contracting processes.
- Ability to design visually engaging proposal graphics.
- Knowledge of energy efficiency and affordability program evaluations is a plus.
