Job Description
We are seeking a detail-oriented and experienced IT Purchasing Analyst to manage procurement functions effectively. The selected candidate will be responsible for selecting appropriate procurement methods, processing and maintaining electronic procurement requests, and resolving vendor inquiries and discrepancies. The role also involves active participation in vendor meetings, evaluating purchase requests, and collaborating with end users to ensure accurate specifications and requirements for maximum competition. The IT Purchasing Analyst will procure IT goods and services in compliance with established policies and procedures.
Key Responsibilities
- Procure IT goods and services in accordance with established policies and procedures.
- Ensure procurement compliance with the Virginia Public Procurement Act (VPPA), Agency Procurement and Surplus Property Manual (APSPM), and agency-specific policies.
- Evaluate purchase requests and collaborate with end users to obtain precise specifications and requirements.
- Facilitate pre-bid and pre-proposal conferences.
- Analyze and assess quotes, bids, and proposals to make appropriate contract awards.
- Prepare clear, concise, and legally compliant contract documents.
- Deliver exceptional customer service in all procurement-related interactions.
Required Skills & Experience
- Procurement Compliance: Minimum of 3 years of experience in procuring goods and services following established policies and procedures.
- Regulatory Knowledge: Minimum of 3 years of experience in procurement compliance with VPPA, APSPM, and agency policies.
- Purchase Evaluation: Minimum of 3 years of experience evaluating purchase requests and collaborating with end users to ensure accuracy.
- Vendor Engagement: Minimum of 3 years of experience facilitating pre-bid and pre-proposal conferences.
- Contract Negotiation & Awarding: Minimum of 3 years of experience analyzing and evaluating quotes, bids, and proposals to award contracts effectively.
- Contract Documentation: Minimum of 3 years of experience preparing clear and concise contract documents.
- Customer Service: Minimum of 3 years of experience delivering excellent customer service in a procurement setting.
Job Type: Contract
Pay: $35.00 per hour
Expected hours: 40 per week
