This role supports the governance and compliance for Environmental & Historical Preservation Reviews & any future regulatory requirements related to the client’s Subsidized Broadband program (wireline & wireless).
To locate 1 worker with current Geographical Information Systems knowledge to conduct environmental, historic preservation, and cultural resource analysis and to prepare appropriate compliance documentation required by the BEAD NEPA Requirements related to the deployment of wireline and associated communications infrastructure in various Proposed Network Designs throughout the country, including without limitation Federal and Tribal lands, primarily focused on the BEAD Last-Mile program.
The analysis and documentation will include information required to comply with the BEAD NEPA Requirements, NEPA, NHPA, USFWS, USACE, PIAs, and other applicable federal or state laws, regulations, or program requirements as directed by the NTIA. Documentation requirements are anticipated to include environmental permits, reports, studies, documentation of categorical exclusions, analyses of extraordinary circumstances, input into Environmental Assessments, contributions to Environmental Impact Statements, NEPA compliance documents (e.g., CE, EA), MOA/MOUs, or other agency requested studies or agreements as well as the completion of any required consultations and any required public notice and comment process.

Regulatory Requirements
- The NTIA has determined NEPA and CEQ Regulations apply to major federal actions undertaken by NTIA, including the administration of federal grant programs, and has established the BEAD NEPA Requirements.
- The NTIA has adopted the BEAD NEPA Requirements, including without limitation interim NEPA
- The procedures describe the process for conducting environmental reviews for BEAD funded projects, including Categorical Exclusions, Environmental Assessments, and Environmental Impact Statements.
- The procedures also describe the categories of environmental analysis that must be undertaken to determine the environmental impact of a proposed action and the appropriate level of NEPA review. These categories include environmental analyses and related surveys and studies required by the Fish and Wildlife Coordination Act (16 U.S.C.
- 661 et seq.); National Historic Preservation Act of 1966 (16 U.S.C.
- 470 et seq.); Endangered Species Act of 1973 (16 U.S.C.
- 1531 et seq.); Migratory Bird Treaty Act of 1918 (16 U.S.C.
- 703 et seq.); Bald and Golden Eagle Protection Act of 1940 (16 U.S.C.
- 668 et seq.); E.O. No. 11990, Protection of Wetlands; E.O. No. 11988, as amended by E.O. 13690, Floodplain Management; and other applicable environmental laws and Executive Orders.
- NTIA’s procedures for compliance with NHPA requirements are largely set forth in ACHP’s Program Comment for Federal Communications Projects (effective March 13, 2024) (ACHP Program Comment
- Questions regarding these requirements or the client’s Wireline procedures should be addressed to NRC.
- Strong knowledge of Geographical Information Systems and Last-Mile wireline services.
- Project Manager (“PM”) experience, particularly with being responsible for communication and project coordination of cross-functional teams.
- Willingness to work with others on a multi-force task team for the client’s Wireline.
- Work with the client’s chosen Environmental Vendor to perform an initial analysis under
- Maintain an in-house quality control program that ensures discovered report errors or
- Update report milestones in a timely manner and provide appropriate documentation to allow the client’s Wireline personnel access to view reports, run ad hoc queries, track progress and access NEPA Reports and associated documentation as needed.
- May also be called upon for specific data gathering efforts relating to project timelines a
- Follow the client’s Wireline regulatory interpretations relating to the BEAD NEPA Requirements.
- The NEPA review will be conducted in accordance with all BEAD NEPA Requirements, including without limitation the NTIA National Environmental Policy Act Procedures and Categorical Exclusions, 89 Fed. Reg. 22688 (April 4, 2024) The NEPA review shall be based upon the client’s Wireline’s Proposed Network Design and information available from commercial services and governmental agencies.
- The NEPA review identifies whether a Proposed Network Design may require the preparation and filing of an EA in accordance with NTIA requirements and CEQ regulations (40 CFR Parts 1500-1508).
- The NEPA review will be based upon the application of scientific principles and professional judgments to certain facts with resultant subjective interpretations. Professional judgments expressed are based on the facts currently available within the limits of existing data, scope of the work, budget and schedule.
- The NEPA review and the associated reports and documentation will be prepared for the exclusive use of the client’s Wireline and Supplier’s reports and/or correspondence will not be used or reproduced in full or in part and may not be used or relied upon in any prospectus or offering circula
- Work with the client’s Wireline (“Subgrantee”) to create a milestone schedule identifying
- Assist the client’s chosen Environmental Vendor is preparing a project description and
- Assist Subgrantee in the finalization of a 75% project design including mapping and permit identification for submission to an EE;
- Schedule, facilitate, and participate in meetings with Vendor and Subgrantee as needed;
- Work with Subgrantee to provide information and assistance to obtain relevant state, local,
