In addition to managing a growing portfolio, April Housing will ensure assets in the existing portfolio remain affordable and in compliance with all rent regulations while making significant improvements and aligning the operations with April Housing's Standards of Excellence in Residential Operations.

What you will do:

  • Regulatory Compliance:
    • Monitor and interpret relevant laws, regulations, and industry standards related to affordable housing programs.
    • Develop, implement, and update compliance policies and procedures in accordance with regulatory changes.
    • Ensure compliance with LIHTC, HUD, HOME, Section 8, and other affordable housing programs.
  • Tenant File Management:
    • Oversee tenant file compliance, including initial certifications, annual recertifications, and interim certifications.
    • Ensure accurate and timely submission of tenant files and reports to regulatory agencies and funding sources.
    • Conduct regular audits of tenant files to ensure compliance with program requirements.
  • Training and Education:
    • Develop and deliver compliance training programs to property management staff to ensure awareness and understanding of affordable housing requirements.
    • Monitor ongoing education and updates to keep staff informed about regulatory changes and compliance best practices.
  • Monitoring and Reporting:
    • Establish and maintain a robust compliance monitoring program, including regular audits and site visits.
    • Prepare and present clear and concise compliance reports to senior management and relevant regulatory agencies.
    • Track and report on key compliance metrics and trends to identify areas for improvement.
  • Investigation and Response:
    • Lead investigations into alleged violations of affordable housing regulations, policies, and procedures.
    • Develop and oversee the implementation of corrective actions to address compliance issues.

Qualifications:

  • Bachelor’s degree in Business Administration, Public Administration, Urban Planning, or a related field; a professional certification (e.g., Housing Credit Certified Professional - HCCP) is required.
  • A minimum of 10 years of experience in affordable housing compliance, preferably within a property management or real estate environment.
  • In-depth knowledge of affordable housing programs and regulations, including LIHTC, HUD, HOME, Section 8, and other relevant programs.
  • Experience with resyndication, acquisition rehabs and new lease up preferred.
  • Strong analytical, problem-solving, and decision-making skills.
  • Excellent communication and interpersonal skills, with the ability to influence and collaborate effectively across all levels of the organization.
  • Proficiency in property management software and compliance tools.

  • Problem Solving: Effectively identifies issues and develops practical solutions to ensure compliance with affordable housing regulations.
  • Working Conditions:
  • This position is primarily office-based with occasional travel to affordable housing properties as needed.
  • The Affordable Housing Compliance Manager may be required to work extended hours during peak periods or in response to compliance emergencies.
