The objective of this task order is to provide the VA with a professional Construction Administrator (CM-CA), to provide Construction Management (CM) services to support the VA in meeting the Electronic Health Record Modernization (EHRM) infrastructure upgrades at the Olin E. Teague Veterans Affairs Medical Center (VAMC), Temple TX.
The government requires a Construction Administrator (CM-CA) that will be on-site for the duration of the EHRM Construction Project. This individual will provide professional and technical consultative assistance related to operations, renovation, and new construction programs supporting EHRM. This includes assisting the Contracting Officer and the Contracting Officers Representative in the areas of project management, project engineering, planning, scheduling, design reviews, code compliance, testing, record keeping, quality control, quality assurance, cost control, and general oversight of EHRM design and construction projects.
Job Duties:
- Construction Administrator. In supporting the RE staff in the management of the construction project, the construction administrator shall be required to perform services including, but not limited to, the following (in no particular order):
- Progress Meetings - Conduct or attend weekly or bi-weekly project meetings with the VA, SEP/HEFP, the COR/ACOR, and other persons to review and monitor projects, project schedules, RFI status, Submittal Status, and review of construction contractor payment requirements. Perform scheduling, conduct, and document regular progress meetings with all interested parties to review project status, discuss problems, and resolve issues accordingly.
- Inspection Services - The Contractor shall be tasked to monitor and inspect all work performed by the Contractor in relation to this project. The services may include, but are not limited to, overseeing and inspecting all work and task related to soils, concrete, precast concrete connections, steel, steel decking, applied fireproofing, roofing, curtain walls/glazing, asbestos, civil, structural, architectural, plumbing, electrical, and steam utilities.
- Performing Additional Construction Related Services - Services may include but not limited to; Maintaining marked up sets of project plans (inclusive of RFIs to specific sheet detail) and specifications for future as-built drawings; performing routine inspections of construction as work proceeds, taking action to identify work that does not conform to the contract requirement, and notifying the VA and general contractor when work requires correction; compiling, thorough site inspections, lists of defects and omissions related to the work performed and providing these lists to the contractor for correction; assisting in relocation efforts; assisting the COR/ACOR with internal coordination and communication of outages including but not limited to parking, roads, data, fire safety system, electrical, HVAC, medical gases, and all other utilities; administration of construction proposal); Submittal Review; Material and install compliance to approved submittals, to Request for Information Review, Responses, and project impact; Daily Logs of Activity; coordination of Owner supplied equipment; providing escort for construction contractors in secure areas; and other services as may be required by the VA.
Required Qualifications (Experience, Education, Certifications, Clearances, etc.):
The CM-CA may possess a degree from an accredited institution of higher learning and/OR evidence work experience or knowledge to compensate for absence of higher education.
- A minimum of three (3) years of construction work experience may be substituted and will be reviewed for accountability. (Prior experience as a Document Control Specialist, PM/CM, Project Engineer, Field Engineer, or Construction Administrator)
- Pocess strong communication, Language, and Software Skills with the ability to utilize a variety of software programs to monitor, update, and produce work products and compile data and records by applying both knowledge of the construction industry and computer literacy.
- Present three projects of the scale and difficulty at which he/she held a similar position.
- Work experience and completed projects shall be identified in the credentials of the individual to show competency to undertake a rigorous program in construction in all identified task order scope of work required solicitation.
- Understand the baseline schedule and assist in determining the value of the acceptable work in place.
- Experience in preparing, analyzing, and identifying incongruities and deficiencies in the contractors work in relationship with the construction documents.
- Pocess working experience in monitoring the construction for Quality Assurance.
- Have familiararity with the site operations of a General and Sub-contractor and the process of managing a building construction operation.
- Possess a working knowledge of construction practices and call upon this knowledge to assist in implementing the various plans set forth on the project including Quality Assurance; Safety, Time, Cost, Change, and Information Management.
Preferred Qualifications:
- Experience with Federal projects and with the VA in particular. Experience with Medical projects.
- 30-hour OSHA Safety Training Class
