Job Summary
Aptive seeks an experienced Senior Project Manager to support the Administration for Children andFamilies (ACF) Office of Head Start. The Senior Project Manager will plan, execute, and oversee the day-to-day operations required to fulfill the scope of work supporting the Office of Head Start’s nationalmonitoring efforts. This includes managing large-scale, multi-phase projects involving logistics,scheduling, reviewer deployment, travel coordination, quality control of monitoring reports, andcompliance with Federal regulations and standards. The Senior Project Manager will ensure that all tasksare delivered on time, within budget, and aligned with the contractual requirements.
Primary Responsibilities
The ideal candidate has Head Start program expertise and is familiar with their program monitoringefforts. They have previous experience leading projects and are highly organized and systematic in theirproject work. They exceed client expectations with high-quality work in a fast-paced environment.
Minimum Qualifications
• 5 years of relevant project management experience with the federal government• Bachelor’s degree in a field related to Organizational Management, Human Services,Administration, Psychology, Early Childhood or other relevant field.• Experience supporting large, complex projects for federal agencies; ACF preferred.
Desired Qualifications
• Proven ability to lead large, cross-functional teams while maintaining excellent written andverbal communication with diverse stakeholders.• Strategic thinker with a drive to execute a wide variety of tasks and deliverables with a highattention to detail.• Understanding of (or ability to rapidly learn) Head Start/Early Head Start regulations, includingHead Start Program Performance Standards, Improper Payment Review processes, andMonetizing Disallowance procedures.• Proficiency with project management software (e.g., MS Project, Trello, or equivalent) and datatracking/reporting tools.• Skilled in identifying and mitigating risks, adjusting project scope and allocation of resources asneeded.• Adept at analyzing complex challenges (e.g., last-minute logistical changes, complex complianceissues) and proposing timely, practical solutions.
• Strong background in budget planning, cost control, and financial reporting for large-scaleprojects.• Able to synthesize programmatic, fiscal, and compliance data to ensure accuracy, consistency,and legal defensibility of monitoring reports.• Familiarity with Federal Acquisition Regulations (FAR), Government Travel Regulations, andFederal grants monitoring, particularly in programs related to early childhood education orpublic health, is highly desirable.• Certification in Project Management (e.g., PMP) strongly preferred.
