SUMMARY
Under general direction of the C.E.O., Administers Residential Services in accordance with policies formulated by the ARC IV Board of Directors, to ensure maximum benefit to consumers. Development, implementation and maintenance of procedures, policies, philosophy and goals of program and work within Department of Health Services Licensing and Certification regulations and Title 22 regulations.
ESSENTIAL DUTIES AND RESPONSIBILITIES include the following.
- Provide periodic review, evaluations and modification of Residential Services program to meet changing needs. Develop and implement program evaluation process.
- Assist the program manager with the recruitment of all staff assigned to the program with final decisions of selection.
- Ensure that services are provided in conformance with federal, state and county agencies, prepare reports and documents required by federal, state and local authorities.
- To participate in local, regional and national professional groups relevant to ARC IVs program. Attend trainings and meetings as required or related to job description.
- Will coordinate management of staff on all shifts ensuring each resident daily activity scheduler is regular and ongoing.
- Provide periodic review, evaluations and modification of Residential Services program to meet changing needs. Develop and implement program evaluation process.
- To provide opportunities for staff development for all staff through monthly staff meetings, individual supervision, seminars, case conferences, inter-agency meetings, research library, video tapes, films etc. with assistance from the agency.
- Participates in development and implementation of strategic plan for agency, as well as develop and implement department philosophy, goals and objectives relative to the agencys strategic plan.
- Continuous local/statewide research for additional or alternative residential programs that are needed to increase the service base for ARC IV consumers.
- With guidance from the agency Director of Finance, prepare annual program budget and monitor on monthly basis assuming accountability and responsibility for overall program expenditures.
- Shall inform the State department, in the manner as required of any occurrence that causes damage to the facility or threatens the safety or welfare of clients.
- Shall review clients and employee incident and accident reports and shall take appropriate corrective action within a reasonable periods of time in accordance with policy and procedures.
- Will screen clients from admission to the facility to ensure that the facility admits only those clients for whom appropriate care can be provided. Shall conduct pre-admission interviews as appropriate with the clients physician, client, clients next of kin and/or sponsor.
- Will chair and coordinate interdisciplinary team meeting and follow up meeting, writing individual program plans.
- Assess community resources which maybe utilized to improve consumer care.
- Will participate in the following committees: Human Rights, Infection Control, Management Team meetings, Board of Directors meeting, and Disaster Planning Team.
- Participates in admission and discharge planning of consumer.
- Encourages staff development and professional growth. This training will be documented in the employee training record including the results of the demonstrated practical.
- Oversees and coordinate all activities of the Independent Living Services Program, making recommendations for expense of services provided, resident placement expansion, and all aspects of documentation is completed in a timely manner.
Ensure ICF-DDH Group Home program is adequately staffed with fully competent and qualified personnel, and work is performed according to job description. Hire, fire with CEO approval, evaluate, discipline, motivate and supervise program staff in accordance with approved Personnel Policies and Procedures. Make clear and appropriate delegation of specific duties and responsibilities. Provide assistance, leadership and guidance to all program, staff for successful performance.
Maintain an efficient and effective department, focusing all activities on serving consumer/agency needs following guidelines of agencys mission statement and strategic plan.
Keep C.E.O. informed of department activities, progress and problems with concise, complete written reports. Follow up on all problems and issues.
Promotes a better, more cooperative, working atmosphere by maintaining a safe and hazard free work environment, adhering to CAL-OSHA and ADA requirements.
Fosters cooperative staff relationships and effective teamwork. Shall maintain as harmonious, pleasant and appositive a work environment as is possible by following established standards for desirable conduct including, but not limited to, discrimination, sexual harassment and chemical/substance abuse.
Represents the agency in a positive and professional manner. Actively promotes the organization to the public.
Performs other duties as assigned by the Chief Executive Officer.
SUPERVISORY RESPONSIBILITIES
Supervises up to 30 employees in the Residential Department. Carries out supervisory responsibilities in accordance with the organizations policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving issues.
Qualifications
QUALIFICATIONS

EDUCATION AND/OR EXPERIENCE
Bachelors degree (B. A.) from four-year College or university (preferred); plus one to two years related experience and/or training; or equivalent combination of education and experience. Excellent knowledge of budgetary preparation and management. Must have minimum of 2 years working with Developmentally Disabled person and al least one of the following.
- Psychologist with a masters degree from an accredited program
- Physician.
- Educator with a degree in education from an accredited program.
- Social worker with a bachelors degree in:
- Social work from an accredited program; or
- A field other than social work and at least three (3) years of social work experience under the supervision of a social worker with a masters degree.
- Physical therapist.
- Occupational therapist.
- Speech therapist.
- Audiologist,
- Registered nurse.
- Recreational therapist.
- Rehabilitation counselor.
- QMRP.
LANGUAGE SKILLS
Ability to read, analyze, and interpret common scientific and technical journals, financial reports and legal documents. Ability to respond to common inquires or complaints form customers, regulatory agencies, or embers of the business community. Ability to write speeches and articles for publication that conform t prescribed style and format. Ability to effectively present information to top management, public groups and/or board of directors.
MATHEMATICAL SKILLS
Ability to work with mathematical concepts such as probability and statistical inference. Ability to apply concepts such as fractions percentages, ratios, and proportions to practical situations.
REASONING ABILTY
Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.
