SUMMARY OF PRIMARY JOB FUNCTIONS: The Program Coordinator manages the day-to-day functions of all Medicaid Waiver programs/services; assists with strategic planning and coordinates resources/budgets to enhance services.
A. RESPONSIBILITIES – ESSENTIAL FUNCTIONS
1. Plans, implements, administers and evaluate all Medicaid Waiver programs and services;
2. Assess community needs and coordinates resources to enhance existing services;
3. Manage Medicaid billing for agency programs
4. Provide supervision and oversight to agency staff
5. Ensure adherence to federal, state, and local rules and regulations;
6. Develop and maintain working relationships with community agencies and organizations
7. Develop programs to create community awareness of service availability;
8. Ensure compliance with Department of Mental Health standards and requirements;
9. Investigate and resolve client complaints;
10. Prepare and maintain necessary reports and records;
11. Serve as program Qualified Intellectual Disability Professional (QIDP) and reporting/meeting duties as assigned to that role as needed
12. Assist in team meetings and ensure Individual Development Plans are implemented.
13. Ensure adequate staffing to fill needed positions.
14. Perform performance reviews on staff under direct supervision
15. Assists with care in residential homes as needed
15. Functions in the role of executive director in the absence of current executive director
B. ANCILLARY FUNCTIONS
16. Provide and recommend best practice service to individuals with developmental disabilities in Medicaid waiver programs.
17. Serve as liaison to families/guardians and community partners regarding needs and quality
service provision.
18. Prepare and administer program budgets, with administrative oversight;
19. Adhere to agency policies
20. Perform other job related duties as assigned by supervisor for the purpose of ensuring the efficient and effective functioning of the agency.
C. WORK ENVIRONMENT
This job operates primarily in a professional office environment with varying noise levels and interruptions. This role routinely uses standard office equipment such as computers, phones, photocopiers, scanners, filing cabinet, postage machine and fax machine. This position may also provide supports in various community settings—schools, homes, other professional settings.
D. PHYSICAL REQUIREMENTS
While some of the duties are sedentary, there may be times that require lifting and carrying or equipment, materials, etc. Ability to perform duties in variety of community settings, including private homes, community based facilities, and other various sites. The employee is regularly required to visually, talk, and hear. Vehicle travel and driving.
E. QUALIFICATIONS/EDUCATION
1. Bachelor’s degree from accredited program; Master’s degree preferred
2. At least two years of experience serving individuals with developmental disabilities and/or supervisory experience
3. Previous experience with Home and Community Based Services strongly preferred;
4. Valid Driver’s license and proof of acceptable levels of automobile insurance;
5. Ability to perform duties in a variety of settings, including professional situations, private homes, and other sites.
6. Previous experience in budgeting and administration strongly preferred.
7. Computer skills, including word process, excel and database.
