The RE is directly responsible for the administration of Caltrans construction contracts and reviews the work of contractor forces in accordance with the Caltrans Construction Manual and all governing specifications.Please note that this job posting is intended to build a talent pipeline for upcoming on-call opportunities in transportation construction and engineering. We appreciate your interest and look forward to potentially working with you in the future.The Resident Engineer reviews the progress of the work to ensure compliance with the contract documents. This will include progressive monitoring of materials and methods used as well as inspection of the finished products before acceptance. The RE assures appropriate measurement, payments are made as necessary, and all project documentation is completed in accordance with departmental policies and procedures. Additionally, the RE is responsible to proactively review the contract documents to anticipate, identify, and / or prepare any change orders needed to resolve conflicts and / or recommend improvements. Role Accountabilities : Ensures the safety of Construction Management employees, State employees, and Contractor’s employees, as well as the traveling public by observing the contractor’s operations and traffic conditions, making recommendations, and taking corrective action when necessary.Review contractor operations for compliance with CAL OSHA regulations.Provides direction to staff to ensure complete, accurate, and timely contract records, pertaining to construction progress, job expenditures, budget programs, and work order balances, are maintained in accordance with the State and Federal regulations and lawsConfers with contractors regarding compliance with plans and quality of work and construction activityPerforms field inspections of contractor’s work to determine compliance with plans, specifications, special provisions, utility agreements, etc.Prepares reports, as well as reviews and incorporates the daily inspection reports from Field Inspectors, in documenting the Contractor’s activitiesMaintains accurate and complete project records and ensures compliance with departmental policies and proceduresMonitors project schedule and budget.Prepares contract change orders for making alterations, deviations, additions to, or deletions from the plans and specifications to ensure proper completion or construction of the contract.Assists Caltrans in the resolution and response to contractor disputes promptly as provided by the contract.Ensure conformance with all Caltrans contract documents.Required Qualifications : 10 years of experience in Construction Management of Heavy Civil Engineering projects.3 years of supervisory experience in the management of management of major construction contracts of similar size and scope.Bachelor’s degree in Engineering.Registration as a Professional Engineer.Key Skills and Abilities : Experience as a Resident Engineer, Construction Manager, or Project Manager on a State Highway System project of at least $30 million.Prior experience with construction / operations on a State HighwayValid California Class C driver’s licensePreferred Qualifications : Caltrans experience.Why Arcadis?We can only achieve our goals when everyone is empowered to be their best.
