Arcetyp LLC is a growing small business that provides a broad range of consulting services to US Federal Government, US Military, and Commercial clients. Services include Management & IT Consulting, Program & Project Management, and Professional & Admin Services.
We are recruiting an experienced Contracting Support Specialist (DAWAI Level II) to join our team. Work is onsite in Andrews AFB in Maryland.
POSITION DUTIES: Primary job functions include, but are not limited to, the following:
- Cradle-to-Grave Contracting Support.
- Utilize the most effective medium for communicating with supported official(s) and stakeholders (i.e. email is not always effective and phone/in-person should be considered).
- Document exhaustive communication attempts leading up to Government delay, especially for requirement package receipt.
- Collect, draft, review, maintain, and retain contract file documentation.
- Collect requirement package(s) documentation for contract file from stakeholders (e.g. Mission Partner, AFDW/PKP, SAF/MG, Finance). Requirement package documentation includes Requirement Approval Document (RAD), Performance Work Statement (PWS), Quality Assurance Surveillance Plan (QASP), Independent Government Cost Estimate (IGCE), manpower review and validation documents, Market Research Report (MRR), DD Form 254, and funding. Participate in Multi-Functional Teams (MFT) and liaise with stakeholders and supported official(s).
- Support acquisition/contract documentation for supported official(s), to include, but not limited to, drafting, reviewing, and updating. Documents include requirement package documentation, Acquisition Strategy Panel (ASP) briefing slides, Acquisition Plan (AP), Business/Contract Clearance form(s), Request for Proposal (RFP), and contract “award”.
- Review all documentation as required by supported official.
- Maintain contract file documentation in accordance with (IAW) law, regulation, and local policy. Current contract file repository is Contract File Share (KTFS), a web-based system.
- Retain contract file or specific documents.
- Perform all pre-award and post-award functions with direction from supported official for cradle-to-grave contracting. Enable supported official in meeting critical dates (e.g. milestones, contract actions). Utilizing the supported officials agreed upon tracker or milestone chart, draft contract file documents pertinent to the upcoming milestone or contract action, allowing for standard review time by supported official(s). Milestones include, but are not limited to, Package Receipt, Early Strategy and Issues Session (ESIS), ASP, Solicitation, and Evaluation. Contract actions include, but are not limited to, contract award and contract modification (e.g. exercise of options). For the purposes of this PWS, “milestones” and “contract actions” are synonymous terms.
- Pre-award functions include, but are not limited to, researching markets (e.g. market research), coordinating with stakeholders (e.g. Small Business Government Representative), publicizing contract actions, soliciting requirements, and drafting evaluation of offeror’s proposal(s), and drafting awards.
- Post-award functions include, but are not limited to, contract administration, contract actions (e.g. modification) and contract closeout.
- Advise Supported Official(s).
- Maintain up-to-date status of contract actions in tracker(s). Current tracker(s) include the Strategic Management Tool (SMT), Microsoft (MS) Access, PowerPoint, and Excel.
REQUIRED CERTIFICATIONS:
- Legacy Defense Acquisition Workforce Improvement (DAWAI) Level II in Contracting; or, Legacy Federal Acquisition Certification in Contracting (FAC-C) Level II; or, Certified Federal Contract Manager.
REQUIRED EXPERIENCE: Applicants MUST have this experience:
- Professional knowledge of a wide range of Federal contracting laws, regulations, policies, procedures, methods, techniques, and contract types applicable to pre-award and post-award actions for a variety of complex contracts for unique services and commodities.
- Knowledge of the principles, methods, and tools used to assist in risk identification, assessment, and mitigation including assessing the probability and consequences of potential problems.
- Ability to identify problems, determine accuracy and relevance of information, use sound judgment to generate and evaluate alternatives, and make recommendations; make sound, well-informed, and objective decisions applying precedents found in Government contracting case law to specific contracting situations to ensure that legally binding CO decisions are consistent, justifiable, and will be upheld at appellate courts or boards; perceive the impact and implications of decisions.
- Excellent communication, organizational, and time management skills.
- Must be able to obtain and maintain a security clearance.
- Ability to pass a background check and drug test as required by the federal government.
- Ability to work in a fast-paced environment and manage multiple priorities.
- Strong knowledge of [relevant software/tools, such as MS Office, ERP systems, project management tools, etc.].
- Knowledge of contract negotiation, administration, and termination principles, policies, procedures, and technical requirements; and knowledge of price and cost analysis sufficient to review proposals against previous history, actual and estimated expenditures, and established rates to determine price reasonableness or to determine a negotiation position.
- Knowledge of the business environment (e.g. economic trends, awareness of commercial business practices, standards, mergers, and acquisitions, etc.) to recognize potential programmatic/contractual impacts, and knowledge of the methods and techniques of fact-finding/market research.
EDUCATION:
- A Bachelor’s degree in a relevant field.
- Four (4) years of service acquisition experience in DOD, Industry of Civilian Agencies.
WORK AUTHORIZATION:
- Must be legally authorized to work in the United States without employer sponsorship, now or at any time in the future.
