Responsibilities
Arcfield is growing and seeking a Systems Engineer Senior Technical Specialist to support Project Assessment & Control within their customer's COMM Directorate. The ideal candidate for this position should be able to determine the status of a program or project and direct program / project plan execution to ensure that the program / project performs according to plans and schedules to satisfy technical objectives. (Please note, an offer for this position will be contingent on an awarded contract.)
Key Responsibilities Include :
- Evaluating, periodically and at major events, the progress and achievements against requirements, plans and overall business objectives
- Implementing both corrective and preventive actions taken to ensure that the project is performing according to plans and schedules and within projected budgets
- Supporting non-SETA COMM IT contract performance activities (e.g., contract execution assessments, program and business management reviews, technical reviews, quality assurance activities, etc.) to ensure contract efficiency and maximum value
- Supporting the documentation and management of the Government's unfunded requirements
- Providing cost estimation support for COMM program / project efforts. Cost estimation capabilities may include :
- Developing and maintaining cost models for system, service and project acquisitions across the program life cycle
- Conducting cost analyses and program cost estimates to support development of the annual Intelligence Program Budget Estimate (IPBS) and Congressional Budget Justification Book (CBJB)
- Interface with the Government's Cost and Acquisition Assessment Group (CAAG)
- Providing cost analysis and estimating support to Groups and Offices as requested
- Generating briefings and presentations of cost analyses or cost estimates produced as required
- Supporting the cost / price related specific element preparation, review, editing and / or release of draft RFPs, including technical baseline documents, contract data requirements list, proposal instructions, proposal evaluation criteria, fee plans, and contract clauses
- Supporting the cost / price evaluation of industry proposals received by Groups and Offices programs / projects
- Participating in Integrated Product Teams (IPTs), TEMs, working groups, and boards as required
- Serving as a customer liaison and providing support for business development activities in order to understand and shape requirements
