Summary
The AOC has a talented workforce comprised of Wage Grade, General Schedule and Exempt personnel. The Policy Analyst position is a critical role in the Office of the CAO, Human Capital Management Division (HCMD) and is responsible for the development, interpretation and maintenance of effective, progressive and strategic HR policies that are compliant with applicable employment laws and regulations and align with AOC’s mission, human capital strategic plan and workforce requirements.

You must meet the United States Office of Personnel Management's (OPM) qualification requirements (including specialized experience and/or educational requirements) for the advertised position. You must meet all eligibility and qualifications requirements by the closing date of the job announcement. Specialized experience is experience that has equipped you with the knowledge, skills and abilities to perform successfully the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level. Candidates for the GS-13 grade level must have at least 52 weeks of specialized experience equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position includes: Drafting, developing and maintaining policy governing a broad range of HR programs and services addressing the needs and challenges of an organization. Providing advisory services on issues requiring substantial human resources policy interpretation by evaluating policy and legislation and monitoring the effect that these policies have on the mission of an organization. Conducting research and fact finding to develop position and issue papers on HR matters of critical importance to an organization. Maintaining relationships with leaders, managers, employees and officials on matters related to the organization’s role in implementing human resources policies in support of the mission. Application of written and oral communication techniques sufficient to develop and deliver presentations briefings, training, reports, and correspondence to senior leadership, management, peers and employees to foster understanding and acceptance of policy recommendations. Facilitation of ongoing training and formalized instruction to ensure policies are communicated, monitored and enforced.
