Arcosa, Inc. is seeking a Benefits/Leave Administration Specialist to join the Benefits team at the company’s headquarters in downtown Dallas. Reporting to the Director of Benefits, this role will be expected to oversee and manage the day-to-day operations and administration of Arcosa’s Leave Administration and Benefit programs, including vendor management, analytics, plan design and annual enrollment actions. The ideal candidate will demonstrate a high level of professionalism; possess the ability to work well in a fast-paced environment and the flexibility to easily adapt to changing priorities. The individual is also responsible for effective delivery of plan information and tools that support an employee’s understanding of Arcosa’s benefit plans including 401k, health and welfare, non-qualified plans, and voluntary benefit plans.

POSITION RESPONSIBILITIES:
- Support enterprise leave administration processes for family and medical leave (FMLA), short-term disability, and long-term disability; assist the field teams with education and awareness of leave programs and ensure policies and procedures are followed
- Maintain accurate records of leave balances, usage, and return-to-work dates to ensure proper tracking and reporting
- Generate reports on leave usage, trends, and other related metrics for management and compliance purposes
- Prepare and communicate information to employees about benefit programs, procedures, changes, and government-mandated disclosures; recommend and execute appropriate corrective action as necessary to ensure quick, equitable, courteous resolution of employee benefit issues/concerns
- Participate in the planning, development, and administration of the corporation’s health & welfare programs both self-funded medical plans and fully insured Health & Welfare plans
- Create and execute Annual Open Enrollment activities including communication material development, HR and employee meetings, and communication of annual changes with key vendors
- Partner closely with Arcosa’s HR Community and HR Systems teams for various reasons throughout the year
- Benefits invoicing reconciliation for all benefit carriers
- Assist with special and/or recurring benefits projects (e.g., acquisitions and/or divestitures), which may involve outside consultants and other internal department employees
- Manage the organization and execution of employee wellness programs and ensure such programs are designed to enhance employee awareness of personal health and improved organizational health
- Additional duties as assigned
REQUIREMENTS & QUALIFICATIONS:
- Bachelor’s Degree in a related field or equivalent work experience required
- Minimum of 5 years of experience in the administration of Health & Welfare plans
- Minimum of 2 years of leave management experience
- Strong Knowledge of ERISA compliance, including FSA, discrimination testing, SPD development, and HIPAA
- Knowledge of Federal and State leave laws
- Demonstrated ability to lead and provide direction to external vendors such as medical plan carriers
- Experience in the administration of both voluntary and involuntary benefits
- Demonstrated knowledge of all aspects of Annual/Open Enrollment
- Strong communications skills, including material development for the employee audience (written and verbal), strong presentation skills
- Intermediate skills in MS Word, MS Excel, and MS PowerPoint
- Knowledge of vendor file interface requirements and the ability to troubleshoot vendor file issues a plus
- Strong ability to multi-task in a very dynamic environment
- Strong customer service skills with a demonstrated ability to collaborate with internal/external stakeholders, including accounting, HR and legal
- Ability to balance incoming calls, emails and system notifications regarding leaves of absence, while providing prompt accurate service
- Knowledge and ability to administer ACA rules and regulations
