The Site Safety Health Officer (SSHO) is responsible for the oversight and compliance of safety requirements and well-being of company employees, subcontractors, vendors, and general public.

Hire is subject to prior approval of qualifications by U.S. Army Corps of Engineers.

This project offers the opportunity to work with a motivated team in a challenging location to complete a road access and electrical delivery upgrade to an operational Government LRRS facility. The work requires close coordination with Government Operations and Engineering staff members to minimize impacts to the ongoing mission. Located in Oliktok Point in the Prudhoe Bay Oil Field, this challenging location requires the ability to be forward thinking and self-managing with the skills necessary to meticulously plan and prepare for upcoming construction activities. The ability to work with a diverse team and communicate with subcontractors, U.S. Army Corps of Engineers representatives, and end users is paramount.

ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Provide continuous safety oversight for assigned construction projects.
  • Observe work performed and ensure safety standards are met, reporting and resolving deficiencies at all times while work is being performed.
  • Develop and perform relevant daily safety meetings,
  • Conduct daily safety and health inspections, as well as maintain a written log which includes area / operation inspected, date of inspection, identified hazards, recommended corrective actions, estimated and actual dates of corrections.
  • Implement accepted Accident Preventions Plans (APP) and Environmental Prevention Plans (EPP).
  • Develop and implement Activity Hazard Analysis (AHAs).
  • Implement and enforce the Company's Health, Safety, and Environmental Policies and Programs.
  • Maintain a safety and health deficiency tracking system that monitors outstanding deficiencies until resolution.
  • Ensure subcontractor and vendor compliance with safety and health requirements and maintain applicable regulatory safety reference materials on site.
  • Track and review employee training records, licenses, and certifications.
  • Travel to project locations and attend training, as required.
  • Perform other related duties as assigned.

QUALIFICATIONS

Required

  • High school diploma or equivalent.
  • Five (5) years of continuous construction industry safety experience in supervising / managing general construction -or- Five (5) years of continuous general industry experience in supervising / managing general industry,
  • Note : Four (4) years of experience referenced above is acceptable, if the SSHO has a Third-Party, Nationally Accredited (ANSI or National Commission for Certifying Agencies - NCCA) SOH-related certification.

  • Current OSHA 30-hour certification, or ability to complete within 15 days of hire.
  • Working knowledge of OSHA 1926, 1910, and USACE EM-385-1-1 regulatory requirements as it pertains to heavy industrial or commercial construction.
  • Preferred

  • Three (3) years' experience as a Site Safety Health Officer for clients such as U.S. Army Corps of Engineers, U.S. Air Force, or NAVFAC.
  • Experience using U.S. Army Corps of Engineers contract administration software (Resident Management System (RMS), ) or similar product.
  • Comprehensive understanding of the USACE 3-Phase Quality Control System.
  • Completion of the course entitled Construction Quality Management for Contractors or ability to complete within 30 days of hire.
  • Experience with mechanical or electrical projects.
  • Previous experience working in a remote area in any capacity.

    The work environment is in a busy construction setting in a remote part of Alaska. The noise level in the work environment is moderate. Personal Protective Equipment will be provided and required to be worn at all times while on-site. While performing the duties of this job, the employee will frequently be exposed to outside weather conditions and will be required to travel in small and large commercial aircraft.

  • Knowledge of Engineering Manual 385-1-1.

  • Knowledge of applicable local, state, and federal safety and environmental regulations.
  • Ability to work with little to no direct supervision.
  • Ability to prioritize multiple tasks to meet deadlines.
  • Ability to communicate effectively verbally and in writing.
  • Ability to maintain confidentiality.
  • Ability to comply with, understand, and support ASRC Construction's safety culture to ensure a safe work environment.
  • Ability to write routine reports and correspondence and speak effectively before groups of employees or customers.
