Manager of Behavioral Health
ACHC is a Federally Qualified Health Center and licensed primary care clinic. We provide medical and dental care, with additional specialists in Chiropractic, Internal Medicine, Neurology, Gynecology, Pediatrics, Psychology, Podiatry and Optometry. ACHC Clinics are located across Fresno, Kings and Tulare counties.
The Manager of Behavioral Health Services is a position that provides administrative leadership to the Behavioral Health Department at Aria Community Health Center (ACHC). The Manager guides Behavioral Health Department functions and is responsible for all activities of the staff under this department, such as overseeing treatment of patients, developing staffing standards and ensures staffing is consistent with credentials and patient care needs. This involves development of the department, its policies and procedures, and maintenance of an effective and efficient behavioral health delivery system that is compliant with all State and Federal regulatory expectations, including HRSA requirements and those associated with HIPAA (Health Insurance Portability and Accountability Act) of 1996 Privacy Rules. Additionally, The Manager ensures establishment of department goals and objectives, and adherence to ACHC policy and procedures. The position will be familiar with the functions of California Behavioral Health service delivery system and facilitate integration with ACHC primary care services and external partners for patient care navigation.
JOB RESPONSIBILITITES:
- Manage and direct the daily activities of the department through appropriate delegation, managerial support, and work supervision.
- Plan, prioritize and assign tasks and projects; direct the development of performance standards.
- Responsible for recruiting, interviewing, hiring, and training employees; planning, assigning, and directing work; addressing performance, complaints and resolving problems.
- Ensure the completion of all required paperwork, records, documents, encounters, etc.
- Monitor operations and procedures; evaluate department and program issues, recommend and implement solutions.
- Develop, evaluate and implement department goals, objectives, policies and procedures; develop system and standards for program evaluation.
- Assure department activities are in compliance with all laws and ACHC policies and procedures.
- Promote knowledge and understanding of cultural and ethnic diversity, especially as they pertain to the delivery of behavioral health services.
- Keep up to date and promote knowledge of protocols and practices in behavioral healthcare, and principles of psychotherapeutic techniques and procedures.
- Serve as information source and liaison between ACHC departments and various state and regional organizations and agencies, serve on committees, task forces and other groups.
- Work with other ACHC departments and agencies to ensure efficiencies in communication, patient coordination and for outreach/education activities.
- Participate in grant writing and management; submit grant reports to various agencies on time when needed.
- Supervise and develop the Tele-Psychiatry and Tele-Therapy programs.
- Ability to establish and maintain positive working relationships with referring agencies and other establishments.
- Monitors patient utilization and behavioral staff productivity to ensure timely patient access to services, as well as cost efficient services.
- Participate in QA/QI activities and contribute towards the overall performance improvement of the organization.
- Ability to work and be effective as a supervisor and to adapt to various job duties.
- Ability to participate in other special projects as assigned.
Qualifications
QUALIFICATIONS, EDUCATION, AND EXPERIENCE:
- Bachelor’s degree in social work, Psychology, or in a related major and five to seven years related experience; or a combination of education and experience in a clinical setting. Community Health Center experience is preferred but not required.
- Valid California Driver’s license and have own transportation; ability to travel to multiple sites.
- Excellent communication and writing skills, Microsoft Office and computer knowledge needed.
- Cultural and linguistic sensitive to populations needed.
- Bilingual in English/Spanish preferred but not required.

PHYSICAL & COGNITIVE REQUIREMENTS:
- Hearing: Adequate to perform job duties in person and over the telephone.
- Speaking: Must be able to communicate clearly with patients in person and over the telephone.
- Vision: Visual acuity adequate to perform job duties, including reading information from printed sources and computer screens.
- Cognitive: Aptitude to complete tasks, including abilities such as learning, remembering, focusing, categorizing, and integrating information for decision making, problem-solving, and comprehending.
- Other: Requires occasional lifting and carrying items weighing up to 20 pounds unassisted. Requires frequent bending, reaching, and repetitive hand movements (specifically keyboarding and writing), standing, walking, squatting and sitting, with some lifting, pushing and pulling exerted regularly throughout a regular work shift.

Salary : $95,000 - $112,000
