The Department of Economic Security, Division of Developmental Disabilities (DDD), is seeking an experienced and highly motivated individual to join our team as a Business and Finance Administrator. DDD provides individuals with developmental disabilities, and their families, services and supports that are flexible, high quality, and member driven. These services provide individuals with opportunities to exercise their rights and responsibilities of independent decision-making and engagement in the community.
The Deputy Business Administrator works under the Division's Business Administrator to provide high-level leadership and direction to execute financial, operational, and strategic initiatives for the Division. This includes leading teams responsible for budget and fund accounting, operations forecasting and planning, claims processing and payments. This position works with the division's executive leadership to identify and avoid liabilities that may place federal incentives at risk and / or compromise service for clients.
This position may offer the ability to work remotely, within Arizona, based upon the department's business needs and continual meeting of expected performance measures.

Job Duties :
Essential duties and responsibilities include but are not limited to :
- Assists with oversight, & management of Division's accounting, finance business systems; analytics, information, reporting; accounts payable; claims processing and payments. Analyze the performance of procurement activities against various procurement indicators / goals. Plan, organize & assign work, establish priorities, & ensure that realistic completion schedules are developed, documented, and communicated to stakeholders.
- Developing Assist with recognizing, managing, & mitigating risk; monitor open legal issues involving the Division that affect the delivery of services, construct & monitor reliable control systems; Ensure Division complies with all legal & regulatory requirements; ensure record-keeping meets requirements of auditors & government agencies; report risk issues; maintain relations with external auditors and investigate their findings & make recommendations.
- Developing Oversee funding & monitor cash balances & cash forecasts, grant funding & related activity. Work closely with Fiscal / Finance Manager and their supervisors to ensure proper management of state & federal money. Work in conjunction with the Financial Services Administration, ensure all reporting requirements are met in a timely manner & forecasts are completed timely. Will have access to Vendor financial statements and tax information.
- Coordinate responses to requests for information from outside sources regarding financial management activities, to include those from the legislature and the media. Perform management control assessments of financial system related business processes & procedures and identify weaknesses in the design & effectiveness of internal or management controls.
- Coach and mentor staff towards a continuous improvement culture that fosters improvement involving all team members.
- Development, Review post payment audit results, potential recoupment efforts, coordinate FWA for claim hold status, sign letters with recoupments and process corrective action plans from Vendors non-complaint claims. Review and analyze claims disputes and coordinate with Attorney General Office when appropriate, provides testimony in Arizona administrative hearings regarding grievances filed by vendors.

State employees are required to participate in the Arizona State Retirement System (ASRS), the State sponsored retirement contribution plan and the Long-Term Disability (LTD) program after a 27-week waiting period.
