Job Summary

This position manages a staff charged with licensing, monitoring, inspecting, and enforcing statutes and rules for emergency medical care technicians (EMCTs), EMCT training programs, base hospitals, trauma centers, air and ground ambulance organizations, and vehicles. Oversee the collection and analysis of data from EMS agencies and trauma hospitals, developing public health and quality improvement reports, managing and encouraging participation in EMS and trauma quality improvement initiatives, and facilitating and managing three statutory advisory bodies and standing committees on behalf of ADHS.

Job Duties

Support and lead staff to plan, monitor, and evaluate programmatic activities on a weekly, monthly, and annual basis. Manage and direct subordinate staff (work assignments, setting priorities, hiring, discipline, providing training, approving leave requests, and preparing evaluations).

Oversee efforts to update or revise policies, procedures, and rules. Uses data-driven and community-centered approaches to plan and implement public health services including integration of health equity and addressing population health disparities.

Represent the Bureau and Department in local, regional, state, and national meetings. Schedule and participate in regular meetings with key stakeholders and professional organizations to assess Bureau performance and gain insight into system performance

Manage all open meeting requirements, and act as a department liaison to the EMS Council, Medical Direction Commission, and State Trauma Advisory Board.

Lead Bureau strategic planning, including advancing and aligning with participating in Department-wide strategic planning and performance improvement initiatives, including advancing health equity and public health accreditation.

Lead efforts related to continuous quality improvement and program evaluation.

Participate in exercises and real-world response to public health threats as the EMS and trauma subject matter expert.

Knowledge, Skills & Abilities (KSAs):

Knowledge Of:

  • Open meeting law and concepts.
  • Principles and practices of public health, health equity, and data use.
  • Project Management principles, practices, and tools.
  • System performance improvement precepts for EMS and trauma systems
  • Basic applied statistics
  • Supervisory practices including affirmative action, positive progressive discipline, conflict resolution and performance appraisal systems, and understanding of the Arizona Personnel Board Rules, state statutes, rules, and policies regarding health.
  • Performance Management (PM), Continuous Quality Improvement (CQI), and Lean methodologies.

  • Communicate complicated topics in short, clear documents and speech.

Selective Preference(s)

Bachelor's degree in Public Health, Health Care Administration, or Public Administration or a related field. At minimum 5 years of work progressive operational management experience in public health, health care, licensing, EMS, or trauma system administration. Master's degree will substitute for 1 year of work experience.

Retirement

To help you build a financially secure future, the State makes monthly contributions to finance your retirement benefit. The State will contribute to the ASRS in an amount equal to your contribution. In other words, you and the State will each pay 50% of the total cost of the benefit. New State employees have a 27-week wait period for contributions to begin.
