Job Summary:

The Office Chief is responsible for the development, implementation and evaluation of the statewide dental public health prevention and oral health workforce training initiatives. This includes oversight of the state mandated Arizona Dental Sealant Program & the Arizona Fluoride Mouth rinse Program, and general oral health promotion initiatives. This position oversees the Office of Oral health and serves as a lead within Arizona and advises dental and primary care professionals and local public health agencies regarding oral

health issues. This position attends and provides leadership, development and implementation of the Oral Health State Plan. The Office Chief is responsible for the oversight of the maternal and child oral health prevention programming, community development activities, and grant writing. This position works with the Bureau of Women and Children's Health to meet national objectives set forth

by the Maternal and Child Health Block Grant related to improving the oral health needs of children, especially high risk populations. This position engages with key staff of the Bureau of Assessment and Evaluation on oral health data analysis and evaluation. The position is responsible for the daily leadership and supervision of 4 team members in the Office of Oral Health. This position is

responsible for management of approximately a $2 million operating budget including federal, state, donations, and the state Oral Health fund. Management of the Office requires a high level servant leader who can work directly with a variety of stakeholder groups, including state and national associations, dental workforce, community action groups and the federal government. The position requires expertise and licensure in dental health. This position reports directly to the Bureau Chief of Women's & Children's Health.

Job Duties

Provides leadership, training, strategic direction and program oversight of dental public health, oral disease prevention, and oral health promotion for ADHS.

Provides direct supervision, coaching and guidance to direct reports (work assignments, setting priorities, hiring, discipline, provide training, approving leave requests, and preparing employee appraisals).

Plans, directs, coordinates and evaluates the Office's strategic planning, oral health state plan, grant writing, and activities to include writing progress reports, position papers, correspondence, memorandums and other documents related to the mission and objectives of the Office of Oral Health. Review of legislation, rules, policy analysis and development.

Participates or leads agency, division, or bureau strategic initiatives, including advancing health equity, public health accreditation, and continuous quality improvement.

Attends and represents the ADHS at local, state, regional and national meetings, boards, committees, associations and professional organizations. Serves as the state public health dental director.

Manages and implements grant administration, contract management evaluation, and monitoring. Researches grant opportunities and develops grant proposals.

Develops, implements and monitors program services, including but not limited to general direction for RFPs, RFGAs, contract monitoring, management and evaluation, administration of budgets, etc.

Convenes, facilitates, and attends a variety of internal and external stakeholder work groups; development or private public partnerships and leverages local, state, and federal resources to address access to care priorities. Other duties as assigned as related to the position

Knowledge, Skills & Abilities (KSAs):

Knowledge Of:

  • Principles of dental public health, and an understanding of oral disease prevention and health promotion measures.
  • Requires knowledge of the principles of management, including organizational


behavior, policy development and analysis, program evaluation, fiscal accountability, project management, human resource management and developments, communication techniques, social marketing strategies and theory.

  • Requires knowledge of clinical dental care and knowledge of healthcare systems.
  • Knowledge of state oral health insurance coverage through the state Medicaid health plans.
  • Requires knowledge of principles and practices of public health, workforce


development, health equity, community based and managed care settings is needed.

  • Grant development, implementation and management.
  • Knowledge of federal and state rules and regulations.
  • Building and establishing strong working relationships with stakeholders to build support for primary care and oral health through promotion, workforce development and disease prevention and control.
  • Clinical principles, practices and current trends in oral health workforce and disease prevention strategies.
  • Gathering, analysis, interpretation and dissemination of data and research


findings to assure that oral disease prevention and control approaches are evidence-based.

  • Knowledge of state statues and rules regarding the government of primary care


and oral health providers and practices.

  • Federal and state principles, practices and rules regarding public health policy and oral health care.
  • Implementation of evidence-based interventions and conducting evaluations to


ensure ongoing feedback and program effectiveness.

  • State procurement procedures and requirements.

Selective Preference(s)

Masters Degree in Public Health, Social Work, Public Administration, Dental Hygienist or related field and at least 5 years of work experience in public health and health promotion.

Licensed dental hygienist or licensed dentist

Retirement

  • To help you build a financially secure future, the State makes monthly contributions to finance your retirement benefit. The State will make a contribution to the ASRS in an amount equal to your contribution. In other words, you and the State will each pay 50% of the total cost of the benefit.
