What are the responsibilities and job description for the Compliance Officer position at Arizona Department of Liquor Licenses and Control?
Job Summary:
Under the supervision of the Assistant Director, the compliance officer is empowered by the Director to review and follow up on criminal and administrative violations of A.R.S. Title IV conducted by special agents and other law enforcement agencies, and recommend to the Director the imposition of appropriate civil penalties.
Responsibilities:
• Determine during case review those eligible for reduction of penalties based on the first time offence criteria; compose compliance letters to Licensees advising of the alleged violation(s). Draft “Warning or Dismissal” letters to Licensees when warranted
• Schedule and conduct settlement meetings with the Licensees or Attorneys; Make contact with Licensees when penalty obligations are not being completed; assist Licensees in submission of documents to DLLC mandated by consent agreements
• Conduct follow up interviews to clarify cases with Licensees, Complainants, DLLC/Investigators, Police Departments, City or County Divisions, or Witnesses
• Attend weekly staff meetings to review final dispositions of case settlements for approval by the Director
• Review cases submitted by Investigations Division for content and viability of charges
Knowledge:
• Advanced understanding of the Arizona Revised Statutes, with particular emphasis on Titles 4 and 13
• Thorough knowledge of the Arizona Administrative Code, with particular emphasis on Title 19
• Basic understanding of liquor license types and regulation
• Basic understanding of law enforcement and investigatory procedures
Skills:
• Using computer systems (e.g., Microsoft Project, Word, Excel, PowerPoint, Gmail, and Google Meets)
• Performing detailed analysis and making recommendations
• Oral and written communication
Ability:
• Interpret and accurately explain state laws, policies, and administrative regulations to others
• Work in a dynamic team environment and across organizations as well as independently
• Adapt and be responsive to multiple/ changing goals and priorities
• Work under pressure to meet work product timelines
• Produce clear and concise documents and reports
