Job Summary:

This role entails a significant degree of independent judgment and leadership, offering expertise and support to District offices, various agency divisions, and local governments. The individual represents the Arizona Department of Transportation (ADOT) to a diverse array of external stakeholders. This position oversees the operations of the Statewide Permit group, which encompasses Class C Over-Dimensional Load, Outdoor Advertising (Billboard), and Film permits, all within the Broadband Office of the Infrastructure Delivery and Operations (IDO) Division. Additionally, it involves providing information and making recommendations to Executive Leadership concerning the Statewide Permit Program.


The role also leads the Statewide Encroachment Permits Team to ensure consistency in permitting processes across the state while delivering support services to each district. Furthermore, this position is responsible for reviewing and analyzing legislation, statutes, and regulations pertinent to each program, and it assists Government Relations in addressing inquiries from constituents, the Director's office, and the Governor's office.


Job Duties:

  • Manages the functions of the Statewide Permits Office, encompassing the Statewide Encroachment Permits Program, the Outdoor Advertising Program, and the Class C Permits Program. Responsible for the development and maintenance of databases pertinent to these programs. Designs and implements associated training initiatives. Supervises the tasks and responsibilities of technicians and consultants to ensure they are in accordance with the objectives of the Aeencv.
  • Conducts research and analysis of data pertinent to the program and offers recommendations. Oversees the legal, engineering, and technical specifications for each program's subjects. Ensures that the information presented is clearly articulated and complies with the legal and statutory obligations mandated by the Governor's Regulatory Review Council (GRRC) and the Attorney General's Office. Compiles citations and case files.
  • Engages with stakeholders and participates in meetings concerning the programs. Conducts analysis, manages, and enforces the regulations specific to outdoor advertising control1 encroachments, and over-dimensional loads, as well as administrative proceedings1 appeals1 contracts, intergovernmental agreements, and permits. Ensures that any changes to regulations and policies are made available for public feedback.
  • Develops and coordinates activities within the section, encompassing budget management and consultant services; ensures the precision of technical information supplied by consultants in accordance with the specifications outlined in statutes, regulations, and federal mandates.
  • Performs site visits across the district and administers public surveys to assess the effectiveness of programs and to guarantee the equitable implementation of the statewide adopted program mission and objectives. Undertakes field inspections as required.
  • Other duties as assigned as related to the position.


The Ideal candidate for this position will have:

2 or more years experience with processing permits.


Pre-Employment Requirements:

This position requires driving or the use of a vehicle as an essential function of the job and the following requirements apply. Any employee operating a motor vehicle on State business must possess and retain a current, valid class-appropriate driver’s license, complete all required training, and successfully pass all necessary driver’s license record checks. The license must be current, unexpired, and neither revoked nor suspended. Employees who drive on state business are subject to driver’s license record checks, must maintain acceptable driving records, and must complete all required driver training. An employee who operates a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C.) R2-10-207.11).


All newly hired State employees are subject to and must successfully complete the Electronic Employment Eligibility Verification Program (E-Verify).
