We are searching for someone who has experience in on site reviews and auditing in respect to federal and state grants. If you excel in reporting, collecting and analyzing data and enjoy recommending changes for improvement - this could be the role for you!

What You'll Do :

This position reports to the Compliance Program Manager within the Division of Behavior Health and Housing. Performs difficult, complex and / or sensitive audits. Scope may include multidisciplinary or multi functional areas of a complex nature. Advises on the requirements, liabilities, and penalties of compliance and noncompliance. Prepares audit reports, outlines, draft and final reports. Develops audit scopes, objectives and procedures in accordance with generally-accepted auditing standards (GAAS) and government audit standards (GAS). May provide testimony at formal or informal hearings.

Major duties and responsibilities include but are not limited to :

  • Collect and analyze data to detect deficient controls, duplicated effort, extravagance, fraud, or non-compliance with laws, regulations, and grant requirements.
  • Examines, investigates, and reviews records, reports, financial statements and management practices.
  • Inspect account books and accounting systems for efficiency, effectiveness, and use of accepted accounting procedures to record transactions.
  • Reports to management about asset utilization and audit results, and recommend changes in operations and financial activities.
  • Plans and organizes audit procedures. Performs statistical sampling of data. Prepare detailed reports on audit findings and present to leadership.

Knowledge, Skills & Abilities (KSAs) :

Knowledge :

  • Federal and State laws, regulations and policies governing AHCCCS' programs as outlined in the Code of Federal Regulations (CFR's), Arizona Revised Statutes, Arizona Session Law, State Accounting Rules (State of Arizona Accounting Manual), and AHCCCS administrative policies and procedures
  • Auditing accounting and auditing methods and system
  • General auditing standards and procedures
  • Experience with software applications and computer technology principles, terminology and programming
  • Grant related federal regulations, Arizona Revised Statutes, applicable agency manuals, and policies and procedures
  • Skills :

  • Excellent oral and written communication skills, including the ability to communicate effectively with leadership and staff within the Agency, with other State Agencies, external auditors and customers
  • Strong analytical, organizational and problem-solving skills, including the ability to interpret financial reporting requirements to design requirements, test and implement complex automated systems necessary for the production of audit reports and federal grant reporting and monitoring
  • Abilities :

  • Compose clear and concise audit reports
  • Accurately complete and assemble audit working papers
  • Communicate effectively and train others
  • Work autonomously to develop standard procedures for risk analysis and sub recipient auditing.
  • Qualifications : Minimum :

  • Bachelor’s Degree in accounting or closely related field plus two years’ experience as an Auditor or equivalent for grant funded programs.
  • Preferred :

  • Certified Fraud Examiner (CFE), Certified Information Systems Auditor (CISA) and / or Certified Government Auditing Professional (CGAP).
  • Pre-Employment Requirements :

  • Successfully pass fingerprint background check, prior employment verifications and reference checks; employment is contingent upon completion of the above-mentioned process and the agency’s ability to reasonably accommodate any restrictions.
  • Travel may be required for State business. Employees who drive on state business must complete any required driver training (see Arizona Administrative Code R2-10-207.12.)
  • If this position requires driving or the use of a vehicle as an essential function of the job to conduct State business, then the following requirements apply :  Driver’s License Requirements.
