What You'll Do :

Under the direct supervision of the Deputy Assistant Director of the Division of Behavioral Health and Housing, position is responsible for serving as the agency's lead for justice initiatives including reach-in programs, pre and post release targeted case management and care coordination for members being released from incarceration. This position will be responsible for independent decision-making related to work assignments as well as leading groups of professionals through consensus-based decision making to ensure united focus on programmatic goals. This position will be responsible for day-to-day decision making and program implementation to ensure that assigned projects are implemented in accordance with Agency and work team guidance.

Major duties and responsibilities include but are not limited to :

  • Monitoring and evaluating compliance of health plans with Justice Reach-In requirements including the development of data reporting and performing data analysis to validate health plan compliance and to determine impact on member health outcomes. Development of new accountability requirements for health plans through contract, policy and deliverables.
  • Development and implementation of Waiver requests and other new authority requests as directed by executive leadership including the implementation, operationalization and evaluation of new authorities specific to justice-involved individuals such as the development of contract, policies and deliverables and monitoring health plan compliance.
  • Project management and meeting facilitation cross agency and with external stakeholders. Provision of technical assistance to health plans, providers and other stakeholders including trouble-shooting specific member issues. Participating or facilitating speaking engagements and stakeholder engagement. Maintaining website for justice initiatives.
  • Responsible for developing and maintaining strong working relationships with justice partners and acting as the AHCCCS representative and in cross agency work groups and / or external meetings on local and national platforms.
  • Serves as the AHCCCS Justice involved Subject Matter Expert and provides regular status updates on reach-in and re-entry programming with executive leadership

Knowledge, Skills & Abilities (KSAs) :

Knowledge :

  • AZ criminal justice system; e.g. : Differences between state DOC and county jails; Familiarity with probation and parole processes; Familiar with the Juvenile justice system (both state and county)
  • AZ Medicaid system including basic knowledge of Waiver and State Plan authorities, eligibility processes, service delivery system, service package and the Health Information Exchange
  • Social determinants or social factors of health that impact a person's health outcomes including food insecurity, transportation, employment and housing / homelessness including direct experience in working with individuals that experience multiple barriers to health as a result of social factors
  • Concepts and techniques associated with strategic planning, implementation, process improvement and change management
  • Theoretical and practical concepts of health care market, State government and non-government organizations, health plan operations, provider contracting, processes and programs
  • Arizona Management System
  • Skills :

  • Strong organizational and project management skills including meeting coordination, documentation, follow-up and track progress on short-term and long-term projects and initiatives
  • Strong communication and public speaking skills including the ability to communicate with diverse audiences of both internal and external stakeholders from Executive Management to AHCCCS members
  • Strong technical writing skills Must be skilled in producing written information in a succinct and organized manner that is appropriate for the intended audience
  • Problem analysis and ability to make recommendations for improvements, including program evaluation or policy development
  • Statistical analysis, data analysis, and research methods
  • Developing expectations / goals and measured results and raising the level of team performance and capability
  • Abilities :

  • Work independently with minimal direction
  • Identify both internal and external data sources, analyze and summarize data for stakeholder
  • Manage multiple projects simultaneously, prioritize projects and meet deadlines
  • Motivate internal and external stakeholders effective to obtain pertinent information for decision making and to communication direction efficiently and effectively
  • Develop and maintain effective working relationships including community based organization, advocacy groups and stakeholder groups.
  • Recognize and address performance issues and motivate, recognize and reward individuals and the team
  • Qualifications : Minimum :

  • Bachelor's Degree in Public Health, Public Administration, Justice Studies, Social Work, Psychology, or a related field; and three years experience in a justice-related position (e.g. courts, corrections, law enforcement); program monitoring or other data- specific experience
  • Preferred :

  • 3 or more years experience in a justice-related position (e.g. courts, corrections, law enforcement).
  • Pre-Employment Requirements :

  • Successfully pass fingerprint background check, prior employment verifications and reference checks; employment is contingent upon completion of the above-mentioned process and the agency’s ability to reasonably accommodate any restrictions.
  • Travel may be required for State business. Employees who drive on state business must complete any required driver training (see Arizona Administrative Code R2-10-207.12.)
