Job Description:
Under administrative direction, manages research development, reporting processes, analysis, and information systems for decisions based on key findings of research initiatives. This function involves considerable interaction and technical assistance with management of units throughout the university, external agencies, and public and private sector representatives.
Required: Submission of two writing samples. Policy briefs or published articles are preferred.
Salary Range: $80,000-$90,000 per year; DOE
Essential Duties:
- Under the supervision of the Executive Director of the American Indian Policy Institute:
- Designs, manages, coordinates and conducts research activities and statistical studies.
- Develops, manages, maintains and approves databases used to generate information for management decision-making and evaluation of programs utilizing various computer programming languages or user-oriented software, such as Tableau and Bind, among others.
- Develops and delivers presentations and writes articles and technical reports.
- Supervises, monitors or coordinates the activities of subordinates.
- Interpret and analyze policies, public issues, legislation, and/or the operations of governments, businesses, and organizations and their direct and indirect impacts on tribal communities;
- Draft and finalize analyses of legislative and administrative proposals and prepare speeches, presentations, correspondence, and policy papers;
- Forecast political, economic, and social trends affecting tribal communities;
- Formulates policies and proposals that will advance the socio-economic and public policy interests of American Indian Tribes and Alaska Native Villages;
- Work with AIPI Advisory Board, Executive Director, Associate Director, and staff to establish annual policy and research priorities;
- Assists in the preparation and editing of papers and blog posts for publication and for presentations.
- Analyzes developments in the public and private sectors (government, industry, and philanthropic entities); remains current regarding significant developments and/or initiatives occurring and how they could potentially impact tribal communities;
- Develops and maintains databases used to generate information for management decision-making and evaluation of programs;
Desired Qualifications:
- Advanced educational degree, JD or Ph.D. in a related discipline
- At least three years of experience working on Indian policy and/or with American Indian/Alaska Native tribal governments or communities.
- Demonstrated experience in policy analysis and making policy recommendations, preparations and research methods; excellent legal and policy writing skills and analyses.
- Demonstrated experience in conducting research and writing reports on American Indian issues, including but not limited to economic development, water, energy, infrastructure, media, broadcast, communications, broadband access and adoption, cybersecurity, government surveillance, internet governance, copyright reform, and consumer privacy—Broadband and communications as a topical specialty is preferred, as the position will spend considerable time on this issue.
- Demonstrated knowledge of federal, state and tribal government legislative/policy databases and ability to extract information for integration and incorporation with other databases.
- Knowledge of academic research environment.
- Skill in graphic presentation of data.
- Knowledge of qualitative and quantitative methods of data collection and analysis, including expertise in conducting focus groups and interviews, thematic analysis, instrumentation development, digital surveying, social network analysis, performance monitoring, and process and outcome evaluations.
- Skill in organizational and project management.
Working Environment:
- Regular activities require the ability to quickly change priorities which may include and/or are subject to resolution of conflicts
- Evidence of effective communication skills
- Regular use of standard office equipment including, but not limited to: computer workstation/laptop (keyboard, monitor, mouse), printer, fax, calculator, copier, telephone and associated computer/technology peripherals
- Receive and participate in regular review of completed tasks for achievement of established objectives
- Location: This position may be based in either Phoenix, AZ, or Washington, D.C.
Minimum Qualifications:
Bachelor's degree and three (3) years of experience appropriate to the area of assignment/field; OR, Any equivalent combination of experience and/or training from which comparable knowledge, skills and abilities have been achieved.
