PROJECT MANAGER

JOB SUMMARY

Under the direction of the Chief Engineer and reports to the Vice President - Engineering, the Project Manager is responsible for managing construction projects through all phases from initial assignment to completion according to project schedules, budgets, and company standards.

JOB DUTIES AND ESSENTIAL FUNCTIONS

Performs a variety of tasks, duties, and functions that may include, but are not limited to, the following:

  • Develop timelines in the form of Gantt charts or similar means to track activities of Engineering Department employees, consultants, and contractors to assure progress and completion of projects.
  • Manage the design and construction of the Company's projects including SIB projects.
  • Manage projects through all aspects of engineering design, permitting, procurement, construction and commissioning.
  • Prepare technical reports and analyses.
  • Coordinate design concepts and design plans with Division Managers.
  • Develop and maintain effective working relationship with contractors, consultants, government regulatory and permitting agencies.
  • Prepare designs in accordance with applicable codes and standards.
  • Prepare plans, specifications, calculations, bid requests, and cost estimates of materials and labor.
  • Prepare, monitor and manage project budget, project schedule, and adherence to project scope.
  • Manage and administer consultant and construction contracts.
  • Communicate with contractors, consultants, other company employees, vendors, suppliers, management, regulatory agencies, municipalities and others in order to successfully complete construction projects.
  • Write scope of work and bid specifications.
  • Prepare requests for proposals for consulting agreements.
  • Prepare invitation to bid packages and specifications for construction contracts.
  • Manage the consultant and contractor selection process.
  • Review and approve expenditures, change orders and authorizations to bill.
  • Monitor for quality of workmanship and performance to the contract.
  • Initiate communication with contractors to resolve conflicts.
  • Review and approves product submittals.
  • Observe work progress through site visits.
  • Interact with utility companies and governmental agencies to obtain necessary permits and clearances and to ensure regulatory compliance.
  • Establish preliminary project design requirements and prepare preliminary cost estimates.
  • Analyze drawings to determine conformance with company requirements.
  • Other tasks and duties as required.

SKILLS, KNOWLEDGE AND PHYSICAL REQUIREMENTS

Skills, knowledge and physical requirements include, but are not limited to:

  • Knowledge of principles and practices of engineering, construction plans and specifications.
  • Knowledge of project development, scheduling, monitoring and control systems including construction contract management and practices.
  • Ability to maintain accurate records and produce neat and accurate reports.
  • Strong analytical, organizational and problem solving skills.
  • Familiarity with all safety practices and procedures.
  • Familiarity with all Safe Drinking Water Act and Clean Water Standards requirements.
  • Ability to communicate effectively orally and in writing.
  • Ability to write legibly and have good reading skills, as well as ability to quickly comprehend.
  • Must have strong personal computer skills, and have strong working knowledge of and experience with a variety of computer modeling, design and related software packages, such as Microsoft Word, Excel, PowerPoint, Project, Microstation, AutoCAD, GIS related software, and water distribution system modeling software.
  • Thorough understanding of water treatment, filtration, distribution and pumping systems.
  • Knowledge of electrical controls, operational control strategies, SCADA systems, electrical components and electronic instruments.
  • Thorough understanding of City, County, State and Federal permitting requirements for water systems.
  • Ability to manage projects and interact with all levels of company employees, as well as contractors, outside vendors, public agency representatives, and the general public.
  • Ability to accurately handle a high volume of varied tasks, to work well under time deadlines, and to assure the assigned work is completed fully, accurately, and on schedule.
  • Must be dependable, punctual, and have good attendance.
  • Neat and presentable professional appearance.
  • Ability to perform repetitive physical activities using feet, legs, hands, and arms, and be able to use keyboard, walk, sit, stand, bend, stoop, climb stairs, reach, grasp, and occasionally lift up to 75 lbs.

EDUCATION, TRAINING, AND EXPERIENCE

The following are required:

  • High school degree.
  • Undergraduate degree in Civil, Mechanical or Environmental Engineering from an accredited college or university or a related technical degree desired.
  • Minimum of 5 years of progressively responsible engineering, project management, construction experience is required, (10 years preferred).
  • Registration as a Professional Engineer in the State of Arizona is a plus.
  • Basic understanding of water utility operations and private water utility economics.
  • Utility construction contract and accounting experience is desirable.
  • ADEQ Grade 2 Water Treatment Operator and Grade 2 Water Distribution Operation certificates desired.
  • Valid Arizona driver's license and acceptable driving record.
